Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for providing and re-engineering obsolete network equipment for the Landing Helicopter Dock and Landing Helicopter Assault (LHD/A) Machinery Control Systems (MCS) Land Based Test Environment (LBTE) at the Naval Surface Warfare Center Philadelphia Division (NSWCPD).

• The Contractor shall provide specific hardware and software components that meet or exceed the defined specifications.

• The primary goal is to replace legacy network equipment that has reached End-of-Life (EOL) and cannot meet the functional requirements of modernized MCS systems.

• Hardware:

• Manufacturing Phase-Out: The contractor must immediately notify the contracting officer of any unavailability of obsolete materials or components and may recommend solutions, but cannot initiate redesigns or incur costs without written authorization.

• Counterfeit Material Prevention: Implement steps per DFARS 252.246-7007 to minimize the risk of counterfeit parts, and follow SAE AS5553 guidelines.

• Primary place of performance shall be at the contractor’s facility.

• Security: The contractor must protect critical information, adhere to OPSEC requirements, and safeguard Controlled Unclassified Information (CUI) per NIST SP-800-171. Public release of information is strictly prohibited without approval.

• CUI Handling: CUI must be marked per DoDI 5200.48 and safeguarded. Transmissions to personal email or social media are prohibited. Destruction methods must be approved.

Sources Sought Notice

This notice is issued by the Naval Surface Warfare Center, Philadelphia Division (NSWCPD) to gauge industry interest and capability in providing Hirschmann network equipment for LHD/A Machinery Control Systems (MCS). This is for informational purposes only and is not a Request for Proposal (RFP).

The anticipated task order involves providing Hirschmann network equipment. The primary North American Industry Classification System (NAICS) code is 334418.

A Fixed-Price SAPCOM is anticipated. The period of performance is expected to be one (1) year from the time of award for delivery of materials.

Interested businesses are requested to submit a Capability Statement (maximum 10 pages) by 03 June 2026 via email to jenny.e.tomeo.civ@us.navy.mil. The Capability Statement should address:

• Ability to manage the tasking in the SOW as prime contractor.
• Technical ability to perform at least 50% of the cost of the task order with own employees.
• Capacity to conduct the requirements of the SOW (considering magnitude, equipment, facilities, and staff size).

All interested business concerns, including HUBZone, 8(a) Small Disadvantaged Businesses (SDB), and Service Disabled Veteran-Owned Small Businesses (SDVOSB), are encouraged to respond. Businesses must identify their small business socio-economic categories.
