P.E.A.C.E. INVESTIGATIVE INTERVIEWING TRAINING COURSE

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Federal Aviation Administration (FAA) employees with the necessary tools for conducting ethical, outcome-based investigative interviewing using the P.E.A.C.E. Model. This training aims to ensure FAA employees obtain accurate information for various investigations and audits.

• Provide P.E.A.C.E. Model Training to FAA Airworthiness Inspectors / Engineers.

• Training can be delivered through standard public courses, other government agencies, or courses specifically for FAA Inspectors.

• The FAA estimates four classes annually, providing approximately 40 hours of instruction per class.

• Each class should not exceed 20 students.

• Tuition costs are per class; travel and per diem are the responsibility of the FAA.

• Technical training must meet requirements of the Current Consolidated Appropriations Act.

• Training must not induce high levels of emotional response or psychological stress.

• Training must include prior learner notification of content/methods and written end-of-course evaluation.

• Training must not contain religious, quasi-religious, or "new age" belief systems, nor be offensive or designed to change personal values outside the workplace.

• Training is to be conducted Monday through Friday, not starting on weekends or the week of a federal holiday.

• Normal training hours should not begin later than 9:00 a.m. local time.

• The contractor must provide an Instructor-Led Training (ILT) facility in the United States, preferably within 25 miles of a major airport.

• Facilities must meet specific requirements for classroom size, lighting, ventilation, restrooms, and noise levels.

• Training will be presented at the contractor's principal place of performance, unless otherwise approved.

• Instructors must have professional investigative interviewing experience (5 years) and P.E.A.C.E. Model experience (3 years).

• Facilities must comply with safety standards (National Electrical Code, National Fire Code, USAS standards).

• Classrooms must have at least one computer with internet access and a printer.

• If Computer-Based Instruction (CBI) or Virtual Training is used, specific approval and operational requirements apply.

• At least two weeks prior to any course, provide registered students with training site details, directions, local contact, and lodging information.

• Provide syllabus, schedule, course description, and reference book on the first training day.

• Upon successful completion, issue a Certificate of Completion (PDF) for each attendee.

Market Survey / Request for Information (RFI)

This RFI is issued by the Federal Aviation Administration (FAA) to solicit statements of interest and company capabilities for delivering a comprehensive, outcome-based, and ethical investigative interviewing course. The training must utilize the Plan and Preparation, Engage and Explain, Account - Clarification and Challenge, Closure and Evaluation (P.E.A.C.E.) Model. The information gathered will be used for market research and acquisition planning to determine the optimal procurement strategy, including potential set-asides.

The FAA seeks professional training services to equip its workforce with ethical, transparent, and legally defensible open-ended questioning techniques using the P.E.A.C.E. model for safety audits, inspections, assessments, and investigations. A draft Performance Work Statement (PWS) detailing historical background, operational scope, course delivery parameters, facility requirements, instructor qualifications, and quality assurance constraints is attached.

The FAA has identified Forensic Interview Solutions, LLC as a potential vendor. If no responsive statements of interest are received from other qualified vendors, the FAA intends to proceed with a single-source procurement. Qualified entities, especially small and disadvantaged businesses, are encouraged to respond.

Interested vendors must submit a Capability Statement including:

• Corporate Identification & Socio-Economic Status: Legal name, address, website, SAM.gov UEI and CAGE Code, NAICS codes, certifications, and SAM.gov registration status.

• Technical Capability Statement: Details on curriculum/methodology (40-hour course based on P.E.A.C.E. model, aligning with PWS Section H), instructor pool qualifications (meeting PWS Section G.5), facilities/logistics (instructor-led training facility within 25 miles of a major US airport meeting PWS Section G.4), optional academic integration, and Quality Assurance Compliance (meeting PWS Section D).

• Operational & Past Performance Experience: Description of experience managing similar training courses and a programmatic approach to self-performance versus subcontracting.
