Statement of Work (SOW)

To provide heavy construction equipment for rental/lease at Malmstrom AFB, Montana.

• Provide all personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, shipping & delivery, and other necessary services.

• All work must comply with federal, state, local laws, regulations, manufacturer's specifications, and commercial practices.

• The government reserves the right to modify quantities or add/remove work on an as-needed basis via contract modification.

• Delivery Not Later Than (NLT) 15 May 2026.

• Equipment available for rent/use from 15 May 2026 through 30 September 2026.

• Delivery hours: Monday-Friday, 7:00 AM - 4:00 PM (times may fluctuate).

• Contractor is responsible for transporting equipment to the construction site.

• 48 hours prior notification of delivery date/time will be provided by the 819 RHS Project Manager.

• Delivery location: Malmstrom AFB (MAFB), specific coordinates provided.

• Adverse weather may necessitate rescheduling of delivery within 48 hours.

• Contractor must clean up any mud, dirt, debris, trash, or spills on the same day.

• Report any issues or incidents indicating potential risk to personnel or the environment immediately to the Contracting Officer (CO).

• Follow existing security procedures for MAFB access; personnel must have valid identification.

• Adhere to DoD FAR clause 252.204-7004.

• Responsible for the well-being of their workers, including providing food and water.

• Must provide a supervisor with decision-making authority, fluent in English, and with sufficient technical knowledge.

• Responsible for all routine preventative maintenance and repairs due to normal wear-and-tear.

• Must provide a detailed maintenance schedule and daily inspection checklist for each piece of equipment.

• Repairs required within 48 hours of a call; substitute equipment must be provided within 24 hours if rented equipment is impractical or inoperable.

• Contractor shall deliver 20 pieces of equipment.

• Brand Name or Equal Requirement; contractors may propose an "Or Equal" product.

• Specific equipment types include Excavators, Dump Bodies, Rollers, Loaders, Water Trucks, Telehandlers, and Boom Lifts.

• Estimated projected usage hours per vehicle are provided.

• All equipment must operate on DSS diesel fuel and require contractor-provided DEF refills.

• Equipment must be in good working order at delivery, meeting OSHA and DOT requirements.

• Maintenance scheduled between 7 AM - 5 PM, Monday-Friday, excluding federal holidays.

• Repairs required within 48 hours.

• Contractor must provide a qualified, State of Montana licensed mechanic.

• If field service is impractical or equipment remains inoperable, a suitable substitute must be provided within 24 hours.

• Normal wear-and-tear repairs are contractor's responsibility.

• Damage due to negligence or operator error requires contractor to provide repair quotes for reimbursement.

• Preventative maintenance requiring equipment downtime over 8 hours necessitates a suitable substitute.

• Notify Government POC 24 hours prior to removing equipment for preventative maintenance.

• Remove all product waste associated with field services.

• Provide a daily inspection checklist for each piece of equipment.

Solicitation / RFP / RFQ
