Statement of Work (SOW)

To provide non-personal services for military intelligence training role players to support an intelligence training exercise conducted by the Military Intelligence Readiness Command (MIRC).

• Provide personnel, equipment, supplies, tools, materials, supervision, and other non-personal services for military intelligence training role players.

• Role players will support Validation Exercises (VALEX) to train and evaluate Soldiers for future deployment.

• Maintain coordination for synchronization meetings, rehearsals, exercise execution, and After-Action Reviews (AAR).

• Government will monitor contractor performance to ensure SOW requirements are met.

• Period of Performance: Day after award through July 24, 2026.

  • CDRL A001 "Security Verification Reports and Resumes": Day after award – July 10, 2026
  • PELE Strike Role Players Exercise: July 11, 2026 – July 24, 2026 (14 days)

• Place of Performance: HUT 26, Hawaii St, Wahiawa, HI 96786.

• Personnel: Provide 34 role players with an Intelligence background (former MI/SOF or support member with operational knowledge of MI METL tasks).

  • 20 General role players (no specific language required).
  • 4 fluent in Korean and English.
  • 2 fluent in Arabic, Modern Standard and English.
  • 2 fluent in Chinese-Mandarin and English.
  • 2 fluent in French and English.
  • 2 fluent in Russian and English.
  • 2 fluent in Spanish and English.

• Security: Contractor personnel require a Secret Security Clearance, verified via DISS.

• Conduct: Personnel must comply with all applicable DoD, US Army, and Installation security regulations. Must identify as contractors, not government employees. Must not divulge exercise information.

• Physical Capabilities: Role players must be able to walk up to one mile, be restrained with handcuffs/leg irons for up to three hours, and ride as a detainee in a military vehicle for up to three hours.

• Hours of Operation: Limited to 9 business hours per day (including lunch), with supporting hours from 0800-1700 local time. Hours may shift based on exercise needs.

• Contract Type: Firm Fixed Price.

• Identification: Contractor employees must obtain a Government-issued identification badge and comply with personal identity verification procedures.

• Coordination: Contractor shall identify an on-Site Coordinator for each exercise.
