Scope of Work
The contractor will provide non-personal services, including personnel, equipment, and supervision, for military intelligence training role players. These role players will support Validation Exercises (VALEX) designed to train and evaluate Soldiers for future deployment. Key requirements include:
- Personnel: 34 role players with an Intelligence background (former MI/SOF or support member with operational knowledge of MI METL tasks). This includes 20 general role players and 14 with specific language proficiencies (Korean, Arabic, Chinese-Mandarin, French, Russian, Spanish, all with English).
- Security: All personnel must possess a Secret Security Clearance, verified via DISS.
- Physical Capabilities: Role players must be able to walk up to one mile, be restrained with handcuffs/leg irons for up to three hours, and ride as a detainee in a military vehicle for up to three hours.
- Coordination: Maintain coordination for synchronization meetings, rehearsals, exercise execution, and After-Action Reviews (AAR).

Submission Requirements
Offerors must submit quotes via email to joseph.m.haslach.civ@army.mil and bradley.r.borek.civ@army.mil. Submissions must include:
- Technical:
- Completed Quote Template (Attachment 0004), specifically Section 1 – "Bid Schedule" with all yellow highlighted areas.
- Completed DD254 (Attachment 0003), Blocks 6(a), 6(b), 6(c), and if applicable, 7(a), 7(b), 7(c).
- Resumes for all personnel working the PELE Event, clearly listing experience required in PWS Section 1.3 and 1.6. Resumes not to exceed two pages per employee.
- Price: Pricing submitted on the Quote Template (Attachment 0004).
Evaluation
Award will be made to the Offeror submitting the Lowest Priced Technically Acceptable (LPTA) quote.
- Technical: Evaluated on an "Acceptable" or "Unacceptable" basis to determine the likelihood of achieving SOW requirements. An "Acceptable" rating is required for all non-price factors.
- Price: Evaluated for fairness, reasonableness, and balance using price analysis techniques. The Government intends to award without discussions and may not evaluate all quotes, starting with the lowest priced technically acceptable.
