Quick Summary
The Department of the Navy, specifically NAVSUP Weapon Systems Support Mech, is soliciting offers for the manufacturing of PENETRATOR ASSY components. These critical items are designated as "SPECIAL EMPHASIS material" (Level I, Scope of Certification, or Quality Assured) for crucial shipboard systems, where failure could lead to serious injury, loss of life, or loss of the ship. This solicitation is now unrestricted, following an amendment that dissolved the previous small business set-aside. Offers are due by April 27, 2026, at 4:30 PM local time.
Scope of Work
The contract requires the manufacturing of Penetrator Assemblies in accordance with specific NAVSEA drawings (6984846, 6337554, EB 4834), including detailed modifications for keyways, part number markings, and protective caps. Key requirements include:
- Material Certification: Quantitative chemical and mechanical analysis for specified parts (e.g., penetrator body, cover, nut, washer) using materials like QQ-N-286 and QQ-N-281.
- Testing: Extensive certifications for Non-Destructive Tests, Quality Conformance/Compliance Inspection, Annealing and Age Hardening, Ultrasonic Inspection, and Dye Penetrant Inspection.
- Quality Systems: Contractors must maintain a quality system compliant with ISO-9001 (amplified herein) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025. MIL-I-45208 with MIL-STD-45662 is an acceptable alternative.
- First Article Testing (FAT): Required, with contractor testing and approval. FAT samples must not be delivered against the contract quantity.
- Traceability: Strict material traceability and certification requirements are in place for Level I/SUBSAFE systems, maintained through all processes and marked on materials.
- Welding/Brazing: Procedures and qualification data must be submitted for review and approval prior to performing any welding or brazing.
- Configuration Control: Contractors must maintain total equipment baseline configuration and submit Engineering Change Proposals (ECPs) for Class I or II changes. Waivers/Deviations require Contracting Officer approval.
- Mercury-Free: Hardware and supplies must be mercury-free.
