Quick Summary
The Defense Health Agency (DHA), under the PEO DHMS, has issued Area of Interest (AOI) #06 for Autonomous Coding & Denials Management Services. This is a Commercial Solutions Opening (CSO) (HT0038-25-S-C001) seeking prototype Other Transaction Agreements (OTAs) under 10 U.S.C. 4022. The goal is to enhance medical billing efficiency, coding accuracy, and claims recoupment for the Military Health System (MHS). White paper submissions are due March 9, 2026, at 1:00 PM ET.
Purpose & Scope
The DHMSM PMO seeks innovative solutions for two key problem statements:
- Autonomous Coding Services: Develop capabilities to assign medical billing codes (ICD-10, CPT, HCPCS) from clinical documentation without human intervention, including auditing. This aims to improve operational efficiency and accuracy.
- Automated Appeals & Denials Management Services: Implement automated solutions to improve first-pass claim success, accelerate documentation release, and enhance appeals/denials management to reduce aged accounts receivable and increase recoupment from third-party payers.
Solutions must integrate bi-directionally with the MHS GENESIS EHR system (HL7 FHIR, HL7 v2.x) and comply with DoD Cybersecurity (RMF), FedRAMP (Medium, IL4), CMMC 2.0, and HIPAA requirements. Preference is for existing commercial solutions, with partial integration within 3 months and full integration within 12 months.
