PERFORM AFTERCOOLER CORE SERVICING NOAA SHIP

This solicitation (RFQ 1333MK26Q0057) is for aftercooler core servicing for CAT marine engines (C32 MPDE & C9 SSDGs) for the NOAA Ship Thomas Jefferson. The acquisition is a 100% small business set-aside.

• Vendor must be an authorized CAT dealer, distributor, or service provider, or a certified CAT technician.

• Provide an authorized distributor/vendor service letter or actual certifications from CAT.

• Provide at least three detailed jobs performed within the past three years that are similar in scope, specifically with CAT cooler service.

• Include a point of contact with name, phone number, email, contract value, and a detailed description of the work performed for past jobs.

• Provide a plan on how the vendor will meet or exceed the period of performance.

• Provide a copy of up-to-date liability insurance.

• Include a statement specifying the extent of agreement with all terms, conditions, and provisions in the RFQ.

• Provide an itemized/detailed breakdown of the quote reflecting the entire price, including parts, labor, and travel if applicable.

• Acknowledge any solicitation amendments (SF-30).

• The government will award a firm-fixed-price contract based on best value (past experience/performance and best price).

• Growth work (AIRs) will be priced based on provided hourly labor rates (regular, overtime, holiday/weekend).

• Quotes must be submitted via electronic means (email) no later than April 23, 2026, at 12:00 P.M. Eastern Time (ET) to ALEXANDER.CANCELA@NOAA.GOV.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for changing out and cleaning aftercooler cores on the main engines (MPDE) and ship's service diesel generators (SSDG) aboard the NOAA Ship FERDINAND R. HASSLER.

• Remove existing aftercooler cores from both PORT and STARBOARD main diesel engines and both port and starboard SSDGs.

• Install new Government Furnished Material (GFM) aftercooler cores.

• Provide new OEM seal and gasket sets for each engine.

• Provide sealant for aftercooler cores.

• Inspect and clean turbo housings and air lines.

• Inspect intake plenum.

• Inspect remaining connection points and removed parts.

• Wash, chemically clean, and test removed aftercooler cores to 30 psi.

• Return removed aftercooler cores to the port office.

• Upon completion, perform an operational test of all four engines to ensure proper operation and control, to the satisfaction of the Chief Marine Engineer or Port Engineer.

• Perform a submerged hydrostatic test on each core to 30 psi and provide a testing report.

• Run each engine until normal operating temperatures and conditions are met, verifying no leaks and proper operational parameters.

• Provide a service summary report including engine hours, total fuel burn, inspection observations, and recommendations for additional maintenance or repairs.

• MPDEs are CAT C-32 Engines; SSDGs are CAT C9 Engines.

• Contractor shall provide sealant if GFE cores are lacking sealant on the outer perimeter after cleaning and hydro testing.

• Caterpillar recommends specific core cleaners (Hydrosolv 4165 or Hydrosolv 100) with a two to five percent concentration at temperatures up to 93deg C (200 degF).
