Services encompass assisting with by-pass surgical cases, valve replacement, operation of heart and lung machines, autotransfusion, intra-aortic balloon pump, and centrifugal ventricular assist device. Autotransfusionists will also manage OR schedules, maintenance, and supplies. All treatment information must be reported into the VA EHR, and test results communicated per VHA Directive 1088.

Submission & Eligibility

Interested contractors must email a capability statement to Maricela.Berrones-Gauger@va.gov by the deadline. Responses must address specific questions regarding socioeconomic status, company legal name and UEI, point of contact, experience, similar projects, subcontracting plans, GSA contract number (if applicable), and a price estimate for five ordering periods. Failure to provide requested information will result in a non-responsive submission. This is a service acquisition subject to Limitations on Subcontracting requirements (FAR 52.219-14 and FAR 52.219-27). SDVOSB and VOSB firms must be registered with the SBA and SBA verified at the time of quote submission. Contractors must also have current registration in the System for Award Management (SAM).

Special Requirements

Key personnel must be technically proficient, fluent in English, and hold full and unrestricted licenses. Perfusionists require certification by the American Board of Cardiovascular Perfusion and at least 10 years of experience with specific case types. Autotransfusionists also require certification. Personnel must be credentialed and privileged per VHA Directives. Mandatory training includes Workplace Harassment, VA Privacy/Information Security, and VHA Privacy/HIPAA. Infection control requirements include negative TB testing, immunity to MMR/Varicella, and vaccination for Pertussis/Influenza. Compliance with VA information security, privacy language, and OSHA regulations is mandatory. Strict limitations apply to personnel substitutions.
