This is a Sources Sought Announcement only; no solicitation is currently available. The Department of Veterans Affairs (VA) Network Contracting Office (NCO 21) is conducting market research to identify vendors capable of providing onsite Perfusion Services, including on-call and emergency call-back coverage, for the San Francisco Veteran Affairs Health Care System (SFVAHCS). The information gathered will help determine the procurement strategy.

• Onsite Perfusion Services (two on-site Board Certified Perfusionists).

• On-call and emergency call-back coverage.

• Services are to be provided in accordance with the draft Performance Work Statement (PWS).

• The anticipated NAICS Code is 621399 (Office of All Other Miscellaneous Health Practitioners) with a small business size standard of $10M.

• Period of Performance: Base Year July 1, 2026 – June 30, 2027, with four option years.

• Interested contractors must email a capability statement to Maricela.Berrones-Gauger@va.gov by 10:00 A.M. PST on May 18th, 2026.

• Responses must include answers to specific questions regarding socioeconomic status, company legal name and UEI, point of contact, experience, similar projects, subcontracting plans, GSA contract number (if applicable), and a price estimate for 5 ordering periods.

• Failure to provide requested information will be considered non-responsive.

• This is a service acquisition subject to Limitations on Subcontracting requirements (FAR 52.219-14 and FAR 52.219-27).

• SDVOSB and VOSB firms must be registered with the SBA at the time of quote submission and SBA verified.

• Contractors must have current registration in the System for Award Management (SAM).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Perfusion/Autotransfusion Services on-site at the San Francisco Veterans Affairs Health Care System (SFVAHCS) for the benefit of VA beneficiaries.

• The contractor shall provide Perfusion/Autotransfusion Services in accordance with the terms and conditions specified.

• Services are to be performed on-site at SFVAHCS, or within 45 minutes of the facility.

• The contractor shall furnish 2 Full Time Equivalency Employees (FTEEs) and 1 on-call employee, consisting of 3 Board Certified Perfusionists/Certified Autotransfusionist.

• Services include, but are not limited to, assisting with by-pass surgical cases, valve replacement, preparation and operation of heart and lung machines/pumps, autotransfusion, intra-aortic balloon pump, and centrifugal ventricular assist device.

• The Autotransfusionist is responsible for daily OR schedule checks, coordinating maintenance, and ensuring adequate supplies.

• Reporting of treatment information into the VA EHR is required, including initial assessment, treatment plan, and outcomes.

• Communication of test results to providers and patients must adhere to VHA Directive 1088.

• Contractor personnel must be technically proficient and possess the ability to speak, understand, read, and write English fluently.

• Performance will be monitored through Quality Assurance Surveillance Plans (QASP), including patient satisfaction surveys, timely completion of medical records, and Peer Reviews (FPPE and OPPE).

• Specific performance standards include Provider Quality Performance, Qualifications of Key Personnel, Scope of Practice/Privileging, Patient Access, Patient Safety, and maintaining licensing, registration, and certification.

• Acceptable Quality Levels (AQLs) are defined for each performance standard, with 100% being the target for most.

• Place of Performance: San Francisco Veterans Affairs Health Care System, 4150 Clement Street, SF, CA 94121 and/or within 45 minutes from the facility.

• VA Business Hours: Monday through Friday, 8:00 a.m. - 4:30 p.m.

• Off-hours Coverage: Contractor must make perfusionists available on-call during all hours when the VAPAHCS OR and Cath Lab are closed, within 30 minutes of a page or call.

• Staffing: 2 FTEEs and 1 on-call employee, including 3 Board Certified Perfusionists/Certified Autotransfusionist.

• Licenses & Certifications: All personnel must hold full and unrestricted licenses. Perfusionists must be certified by the American Board of Cardiovascular Perfusion and have at least 10 years of experience, with specific case experience. Autotransfusionists require certification.

• Credentialing and Privileging: Personnel must be credentialed and privileged according to VHA Directives 1100.20 and 1100.21.

• Training: Mandatory training includes Prevention of Workplace Harassment/No Fear Act, VA Privacy and Information Security Awareness, and VHA Privacy and HIPAA Focused Training.

• Infection Control: Proof of negative TB testing, immunity to Measles, Mumps, Rubella, Varicella, and vaccination for Pertussis and Influenza is required. Compliance with OSHA regulations for bloodborne pathogens is also required.

• Information Security: Compliance with VA information security and privacy language is mandatory.

• Conflict of Interest: Contractors must identify and communicate any conflicts of interest.

• Personnel Substitutions: Strict limitations on substitutions during the first 90 days of performance, with specific procedures thereafter.

• Reporting: Monthly reports, quarterly performance summaries, and adherence to specific deliverable requirements are mandated.
