This solicitation is for a Permanent Change of Station (PCS) Lodging Program to provide long-term, temporary, fully furnished lodging in the Washington, D.C.-Maryland-Virginia (DMV) area for Department of State (DOS)-sponsored personnel. This includes personnel assigned for training, on medevac orders, or other DOS-sponsored lodging needs in the DMV area. The program aims to reduce financial burden on DOS personnel and provide quality lodging at the best possible price.

• Provision of lodging accommodations for DOS-sponsored personnel.

• Shuttle transportation services between proposed residential properties and training sites (e.g., National Foreign Affairs Training Center - NFATC), and potentially to DOS Headquarters.

• Lodging must meet specific facility requirements, including suitability, safety, and amenities (e.g., Wi-Fi, TV, kitchen facilities, private bathrooms).

• Units must be non-smoking.

• Contractor must provide a Quality Assurance Plan and adhere to quality standards.

• Contractor must provide customer service and host feedback sessions.

• Environmental leadership practices are required.

• This is a multiple-award indefinite-delivery, indefinite-quantity (IDIQ) contract for commercial products and services.

• Contract type is Firm-Fixed-Price or Fixed-Unit-Price.

• The contract period is one base year with four (4) one-year options, and a potential six-month extension.

• Minimum contract quantity is $10,000.00.

• Maximum contract quantity is $200,000,000.00.

• Proposals are due by July 08, 2026, 10:00 AM Eastern Standard Time.

• Evaluation will be based on a Best Value Trade-off process, with Past Performance being the most important factor, followed by Price/Cost. Technical Approach, Plan of Operation, Key Personnel, and Quality Assurance Plan are also considered.

• Award will be made to the responsible offeror(s) whose proposal represents the best value to the Government.

• This acquisition is set aside for small business concerns.
