Purpose & Scope
The NGB aims to standardize non-lethal protective gear to improve mission readiness and civil safety. The requirement involves complete sourcing, quality control, physical integration, and delivery of non-ballistic personal protective gear, communication systems, and training equipment. This includes items such as riot face shields, body shields, shinguards, forearm protectors, riot control gloves, batons, OC dispersers, traffic vests, light bars, cone kits, handheld metal detectors, and various training equipment. Brand-name items mentioned are for descriptive purposes only; functionally equivalent products with detailed specifications will be accepted.
Anticipated Contract Details
The anticipated contract type is Firm-Fixed Price (FFP) with a base year and subsequent option periods. The government is specifically seeking feedback on the earliest possible delivery dates for complete sets and proposed phased delivery schedules.
Logistics & Delivery
Each CCSM set includes items packed in a single QUADCON container (3150 lbs, 96"x58"x82") and one pallet (270 lbs, 50"x40"x58"). These will be transported to the United States Property and Fiscal Office (USPFO) of each State and Territory. A total of 75 modules are to be delivered across 10 regions in the United States and Puerto Rico, with specific shipping addresses provided in an attachment.
Response Requirements
Interested contractors must submit a Capability Statement (maximum 5 pages, 12-point font) via email. Responses should include:
- Company Information (Name, Address, POC), Unique Entity Identifier (UEI), and CAGE Code.
- SBA Size Status under proposed NAICS Code 339920 (Sporting and Athletic Goods Manufacturing).
- Feedback on the proposed NAICS Code 339920 and PSC Code 1367 (Tactical Sets, Kits, and Outfits).
- Information on existing GWAC or GSA MAS contracts.
- Earliest delivery date ARO and proposed monthly delivery schedule.
- Up to three relevant past performance projects from the last five years involving multi-item tactical equipment kitting, supply chain consolidation, or COTS integration into QUADCONs.
- Description of teaming/subcontracting structure and ability to meet FAR 52.219-14 (50% personnel cost threshold).
- Recommendations for improving NGB's technical or logistical approach.
- A capabilities document and/or catalog of relevant COTS equipment.
