Introduction: SUPSHIP, Bath is soliciting quotations for Personalized Galley Uniforms. This is a 100% Total Small Business Set-Aside procurement. This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06.

The Government intends to award a Firm-Fixed Price contract to the offeror whose quotation represents the best value to the Government, considering price, technical acceptability, delivery schedule, and past vendor performance. Open market items may be considered if no items are quoted upon GSA Schedule. Open market quotes would only be evaluated if no schedule items are proposed.

Salient Characteristics:

The Government requires galley uniforms. The following requirements apply:

- Manufactured in the USA

- Must meet the Navy Clothing and Textile Research Facility (NCTR) requirements for domestically-manufactured commercial-off-the-shelf (COTS) fabrics for use in a two-piece flame resistant (FR) CS uniform. The following items were deemed to have met or exceeded the basic physical property requirements as specified in NAVSUP p-486, VOL I, Rev 10 - Food Service Management:

- Milliken-Dupont protera 6.7-ounce twill (65 percent modacrylic, 33 percent aramid, 2 percent anti-static)

- Milliken-Springfield dual hazard 7.5-ounce twill (48 percent lyocell, 40 percent modacrylic, 12 percent aramid)

- Tencate tecasafe plus 700a 7.0-ounce twill (48 percent modacrylic, 32 percent lyocell, 20 percent aramid)

- Itex banwear style bw700-t (88 percent cotton, 12 percent nylon twill)

- Itex banox certified style bxc700-t (100 percent cotton twill)

- Various suppliers' 6.5oz to 8.5-ounce twill (100 percent flame retardant-treated cotton)

Delivery Requirements:

- Delivery Location: 590 WASHINGTON STREET, BATH, ME 04530

- Delivery Schedule: No later than 60 days after receipt of order (ARO).

- FOB Destination: All prices quoted shall be FOB Destination to Bath, ME Shipping costs must be included in the unit price; do not list shipping as a separate line item.

- Inspection and Acceptance: Inspection and acceptance will be at destination. The Government will inspect the items to ensure they meet all requirements of this RFQ.

Quotation Instructions:

Offerors shall provide the following information in their quotation:

- Price: Unit price and total price for each requirement (including all associated costs, FOB Destination).

- Manufacturer and model # of the offered items

- Specifications for the items offered

- Delivery Schedule: Proposed delivery schedule, stated as number of days After Receipt of Order (ARO).

- Company Information: Company name, address, NAICS code you are quoting under, CAGE code, point of contact, and small business status.

- SAM Registration: Confirmation that the offeror is actively registered in SAM.gov.

Evaluation Factors:

The Government reserves the right to make award to offeror that is determined in best value to the Government considering price, technical acceptability, delivery schedule, and past vendor performance
