Request for Information (RFI)

This RFI is for planning purposes only to gather market information and identify potential sources for a requirement related to software publishing. It is not a solicitation, and no contract will be awarded from this notice. The goal is to improve small business access to acquisition information and enhance competition.

Statement of Work (SOW) / Performance Work Statement (PWS)

The Department of the Interior (DOI) seeks to acquire and implement a Commercial Off-the-Shelf (COTS) cloud-based Personnel Security Vetting and Adjudication Management System (PSVAMS). The goal is to unify and modernize personnel vetting, adjudication, and continuous evaluation operations across the Department on a single platform.

• System Implementation: Deploy a secure, cloud-hosted PSVAMS platform (SaaS or PaaS options) compliant with FedRAMP High, NIST SP 800-53, and FISMA. This includes installation, configuration, testing, data migration, and transition.

• Hosting & Management: Provide cloud hosting with application and data management services, ensuring 99.9% availability, backup, recovery, monitoring, and patching.

• Support: Offer 24/7/365 Helpdesk Support (Tier 1 & 2) for all PSVAMS users.

• Training: Develop and deliver comprehensive training programs for end-users, administrators, and support personnel in various formats.

• Functionality: Implement automated vetting intake, tier-based adjudication workflows, role-based dashboards, continuous vetting alert management, clearance lifecycle tracking, a SEAD-3 self-reporting portal, robust reporting, audit trails, and secure integrations with external systems (e.g., DCSA, USAccess, OPM).

• Data Migration: Migrate legacy data from various sources into PSVAMS, ensuring data integrity and completeness.

• Phase-Out: Develop and execute a transition plan for contract closeout.

• System availability: 99.9%

• Compliance with FedRAMP High, NIST SP 800-53, FISMA, Privacy Act, and relevant Executive Orders.

• Timely delivery of all specified deliverables.

• Performance metrics for seasonal surge processing speed and accuracy.

• Successful adoption and utilization by all bureaus, including BIA and BIE.

• The anticipated completion for implementation, deployment, and support is within nine (9) months of the initial task order award.

• Services will be provided in a FedRAMP High authorized cloud environment.

• Security: FedRAMP High authorization, NIST SP 800-53 Rev. 5 controls, FISMA compliance, Multi-Factor Authentication (MFA), PIV access, encryption, continuous monitoring, and adherence to DOI cybersecurity policies. Background investigations for contractor personnel are required.

• Compliance: Adherence to Trusted Workforce 2.0 (TW 2.0), Executive Orders 13467, 13764, 14028, HSPD-12, FIPS 201, 5 CFR 731, Privacy Act of 1974, and Section 508 accessibility standards.

• Personnel: Contractor personnel must be identified as Agency Contractors. Program Manager and alternates must be available as specified.

• Data Handling: Strict protocols for safeguarding sensitive and PII data, including breach notification procedures.

• Interoperability: Seamless integration with specified internal and external systems via APIs and flat-file exchanges.

• Scalability: System must support over 90,000 federal employees, contractors, interns, and volunteers, with capacity for seasonal surges (approx. 16,000 additional personnel).

• Reporting: Monthly progress reports, performance metrics, and audit logs are required.

• Deliverables: Includes PMP, QCP, Implementation Plan, Functional Requirements Documentation, Test Cases, Security Documentation, ICDs, Training Materials, and more.
