This solicitation seeks proposals for pest and rodent control services for approximately 19 USDA buildings in Bushland, TX. The services are required for a base year and four option years.

• Monthly pest and rodent control services, including inspections.

• Contract Type: Firm-fixed price requirements contract.

• Period of Performance: One (1) one-year base period and four (4) one-year option periods, not to exceed five (5) years total.

• Base Period: May 1, 2026 - April 30, 2027.

• Option Periods: May 1, 2027 - April 30, 2031.

• Delivery: Within 90 days after receipt of order. Early deliveries are accepted.

• Past Performance: Will be evaluated as acceptable or neutral.

• Award will be made to the highest technically rated offeror, provided the price is fair and reasonable, and past performance is acceptable or neutral. Attendance at the mandatory site visit is required.

• Offerors agree to hold prices firm for 90 calendar days from the offer due date.

Performance Work Statement (PWS)

To procure pest and rodent control services for the USDA Agricultural Research Service (USDA-ARS) at the Conservation and Production Research Laboratory (CPRL) in Bushland, Texas.

• Provide monthly preventive inspections and services for pest and rodent control.

• Services include routine consumables, parts, and labor.

• Covers specific buildings: 1, 3, 4, 5, 10, 13, 14, 15, 20, 21, 22, 24, 25, 26, 28, 30, 32, 36, and the commodity building.

• Includes inspections for potential pest and rodent issues and reporting concerns to USDA-ARS.

• Services are to be performed during normal business hours (8:00 a.m. to 4:00 p.m., Monday-Friday, excluding holidays).

• Provides for service calls outside normal hours for urgent issues.

• Requires a licensed pest and rodent control company.

• Initial Pest and Rodent Control Service: Performed once during the first month after contract award.

• Subsequent Monthly Pest Control Inspections and Services: Performed once per month.

• Service Calls: Performed as needed.
