This is a combined synopsis/solicitation for commercial pest control services for the Cheyenne River Agency. The government intends to award a Firm-Fixed-Price (FFP) Purchase Order.

• Provide pest control services for the Cheyenne River Agency.

• Contract Type: Firm-Fixed-Price (FFP) Purchase Order.

• Period of Performance: The contract includes a Base Year (January 1, 2026, to December 31, 2027) and four one-year option periods, extending performance through December 31, 2031, if all options are exercised.

• Size Standard: $17.5 Million.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for Pest Control services at the Walter Miner Law Enforcement Detention Center for the Bureau of Indian Affairs. The primary objective is to achieve long-term, environmentally sound pest control using a variety of technological and management practices.

• Services: Contractor shall provide all supervision, labor, materials, tools, supplies, equipment, transportation, and applicable licenses/permits for quality Pest Control services.

• Pest Abatement: Services include control of indoor and outdoor populations of cockroaches, ants, fleas, ticks, mites, spiders, silverfish, other insects, arachnids, arthropods (including scorpions), incidental invaders (e.g., winged termite swarmers), mosquitoes, bees, wasps, winged stinging insects, nesting swallows, geese, cranes, pigeons, other flying aviary not protected by law (mechanical deterrence), snakes (deterrent/trapping), bedbugs in residential buildings, pocket gophers, moles, voles, and mice/rats.

• Methods: Utilize commercially standard, safe, effective, and environmentally sound methods, including biological/genetic/cultural, mechanical/physical control, and cautious use of least hazardous pesticides. Pesticide application must adhere to federal, state, and local laws (EPA, OSHA) and manufacturer's labels.

• Personnel: Contractor personnel must possess a Commercial Pesticide Applicator Certificate/License for the state where services are performed.

• Frequency: Treatment frequency determined by the Contractor and coordinated with the Government Contracting Officer's Representative (COR) or Government Technical Representative.

• Deliverables:

  • A master list of approved pesticides, labels, and Statement of Service (SOS), updated prior to each application.
  • Service Reports and Treatment Records provided to the COR after each service event.

• Location: Walter Miner Law Enforcement Detention Center, 2105 D Street, Eagle Butte, South Dakota 57625 (approx. 39,400 sq. ft. of serviced buildings).

• Schedule: Scheduled services are monthly, coordinated with the COR (24-hour notice required). Emergency services must be provided within 48 hours of COR request at no additional cost.

• Workplace Safety: Contractor is responsible for a safe working environment and must implement a ZERO INJURY PROGRAM.

• Security:

  • All personnel must pass a Department of Interior (DOI) Access/e-Qip background check, require an escort until clearance, and must wear nametags/ID badges, signing in/out at the front desk.
  • All contractor vehicles entering the property must be marked with a company logo, have current registration, and proof of insurance.
