Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for comprehensive pest control services at Joint Base McGuire-Dix-Lakehurst (JB MDL). The objective is to implement a government-provided Integrated Pest Management (IPM) plan to effectively control pests while ensuring the health and well-being of installation personnel.

• Provide all management, licenses, certifications, tools, supplies, equipment, labor, and transportation for pest control services.

• Adhere to the JB MDL IPM plan and applicable Air Force, Department of Defense, EPA, OSHA, and New Jersey regulatory guidance.

• Conduct continuous monitoring, pest response, and removal procedures.

• Utilize targeted, environmentally sound methods, including habitat modification, biological/genetic/cultural control, mechanical/physical control, and judicious use of least hazardous pesticides.

• Perform services in areas including Dix and Lakehurst.

• Specific services include:

  • Arthropod control (various sizes of facilities)
  • Rodent control
  • Structural wood destroying insect control (spot treatment, surveys, interior/exterior)
  • Animal control (live trapping, transport, release, and dead animal removal)
  • Carcass removal
  • Stinging insect control
  • Bird/Bat control
  • Mosquito control (surveys, larva control, adult control)
  • Tick/Flea control
  • Stored product pest control
  • Weed control (broadleaf, general)
  • Hanta Virus Service (cleaning, disinfecting)
  • Animal waste cleanup and screen installation
  • Service calls for various pest issues (venomous arthropods, biting flies, turf insects, etc.)
  • Emergency services

• Pests are to be under control IAW the JB MDL IPM Plan.

• Maximum of 3 discrepancies per month for general pest control services.

• Maximum of 1 discrepancy per month for animal control, animal waste cleanup, and bed bug treatments.

• Emergency services must be performed within 2 hours of notification.

• Response times for service orders are detailed in Technical Exhibit 2.

• Quality Control Plan (QCP) must be submitted within 30 days of contract start.

• Records and reports must be submitted as required.

• Services are to be performed at Joint Base McGuire-Dix-Lakehurst (Dix and Lakehurst areas).

• Normal duty hours are Monday-Friday, 7:30 a.m. - 4:15 p.m., excluding federal holidays, unless otherwise required or approved.

• Extended hours may be required from 4:30 p.m. - 8:00 p.m.

• Contractor must have a New Jersey certified pest control manager assigned.

• All applicators must have New Jersey pesticide applicator certifications.

• Pesticides must be stored and mixed off-base.

• Unused pesticides, containers, and residue must be disposed of properly at an approved off-base disposal area.

• Contractor must comply with all applicable environmental laws and regulations.

• Safety requirements must be followed, including OSHA standards.

• Contractor must provide Safety Data Sheets (SDS) and chemical lists to the COR.

• Notification of environmental spills is required immediately.

• Materials used must comply with industry standards and regulations.

• A list of all pesticides to be used must be submitted to the COR 30 days after contract start and 30 days prior to the start of each contract year.

• Contractor must provide daily pesticide use data on DD Form 1532-1.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Contractor must provide a complete and current employee roster to the COR.

• Contractor must provide copies of current certifications for all personnel applying pesticides.

• Contractor must provide the name of the State or federal approved disposal site to the COR.

• Contractor must provide monthly quantity lists of service calls.

• Government-furnished property includes office space for a contractor trailer.
