Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for renovations at the U.S. Army Corps of Engineers Neville Island Area Office, located at 3510 Grand Avenue, Pittsburgh, PA 15225.

The project involves:

• Demolition of interior partition walls.

• Relocation of electrical and telecom outlets.

• Installation of new gypsum board finished bulkheads.

• Furring out walls and installing new gypsum wall board.

• Replacement of carpeting, vinyl floor tile, cove base, and floor transitions in corridors, reception/administrative areas, offices, conference rooms, kitchenette, file storage room, copy storage room, and vestibules.

• Replacement of acoustical ceiling tiles in specified areas.

• Replacement of fluorescent lighting fixtures with LED lighting fixtures.

• Installation of new windows as indicated.

• All work must utilize the best standards of performance and construction for the respective trades.

• Personnel must be thoroughly trained and familiar with requirements.

• Construction must be coordinated to ensure uninterrupted progress and accurate fit between trades.

• All equipment and materials must be provided by the Contractor.

• Materials must be new and meet specifications.

• Safety and Occupational Health requirements must comply with EM 385-1-1 and all applicable federal, state, and local laws.

• An Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA) are required.

• Quality Control Plan (QCP) is required.

• The work is located at the Neville Island Area Office, 3510 Grand Avenue, Pittsburgh, PA 15225.

• Work operations are confined to hours between 7:00 AM and 5:00 PM, Monday through Friday, unless otherwise approved.

• The total period of performance is no more than 120 calendar days after receipt of Notice to Proceed.

• Key personnel required: Superintendent (min. 5 years experience), Quality Control System Manager (QCSM) (min. 5 years experience), and Site Safety and Health Officer (SSHO) (full-time).

• Submittals required include: Quality Control Plan, Accident Prevention Plan, Activity Hazard Analysis, Project Schedule, Site Access and Work Plan, Waste Management Plan, Product Data, and Sample Submittals.

• A one-year warranty against defects in workmanship is required.

• Suspicious Activity Reporting Training is mandatory for all contractor and subcontractor employees.

• Background checks and E-Verify are required for personnel.

• Materials must be delivered in an undamaged condition and stored properly.

• Specific material requirements are detailed for Aluminum Casement Windows, Carpet Tile, Vinyl Composition Tile (VCT), Resilient Base and Accessories, Acoustic Ceiling Tiles, Gypsum Board, Paint, and LED Troffers.

• The contract begins within 10 calendar days and completes within 90 calendar days after award/notice to proceed.

• Quotes and modifications received by facsimile or email will NOT be considered.

• All responses must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module.

• Quotes will be evaluated on price and past performance. Award may not necessarily go to the lowest price quoter.

• The Government reserves the right to reject quotes that are unrealistically low or exceed available funds.
