Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Environmental Health Sciences (NIEHS), on behalf of the National Institutes of Health (NIH), is seeking quotes for PFAS Analysis in the HOPE 1000 Study. This is a full and open competition for specialized laboratory services to analyze per- and polyfluoroalkyl substances in plasma samples. The anticipated award date is around June 29, 2026. Quotes are due by June 18, 2026, at 3:00 PM EDT.
Purpose & Background
This updated combined synopsis/solicitation (75N94026Q00056) re-issues a previous non-competitive acquisition (75N94026Q00055) which resulted in no award. The current Request for Quotation (RFQ) is a full and open opportunity for all capable vendors to provide specialized laboratory services. The objective is to examine novel and legacy PFAS in the HOPE 1000 study population to understand health outcomes related to pregnancy and early life exposures, assess exposure extent, determine sources, and evaluate associations with maternal metabolic health.
Scope of Work
The contractor will perform comprehensive analysis of 903 plasma samples from Duke University. Key tasks include:
- Targeted analysis of specified PFAS congeners (e.g., PFBS, TFA) using liquid chromatography with tandem high-resolution mass spectrometry (LC-HRMS), achieving detection limits between 0.01 and 0.05 ng/mL.
- Non-targeted (untargeted) analysis using LC-HRMS to quantify and annotate additional PFAS features and other environmental exposures (exposomics) and metabolomics.
- Receiving, storing, and analyzing samples, followed by re-freezing and shipping remaining samples back to Duke University.
- Conducting quality control and assurance checks.
- Transferring clean data, raw datasets, data scripts, tools, and raw instrument files to NIEHS investigators using open source and fair data frameworks.
- Providing technical consulting and support for scientific materials.
