Scope of Work
The contractor will provide analytical testing to evaluate the presence, identity, and quantity of PFAS chemicals in textile samples. Key requirements include:
- Testing Scope: Analyze textile samples for Total Organic Fluorine (TOF) content. If TOF exceeds the method blank, further testing for specific PFAS content is required.
- Sample Analysis: Identify and quantify PFAS compounds using established analytical methods, chemical standard libraries, and comparison to chemical standards.
- Quality Standards: All testing must conform to ISO/IEC 17025 standards, maintaining confidentiality and chain of custody.
- Deliverables: Identification and description of test methods, price per analysis, description of analytical reports, and a final analytical results report within 30 days of sample receipt.
Contract Details
- Contract Type: Firm-Fixed Price Blanket Purchase Agreement (BPA).
- Period of Performance: One year from the effective date, with potential option periods.
- Estimated Value: Not to exceed $250,000 total across the entire period, with a maximum of $50,000 per option year. Individual BPA calls are limited to $15,000, with larger calls requiring a Contracting Officer.

- Eligibility: Offerors must have an active registration in SAM.gov at the time of quote submission and award. Proof of active SAM registration is required.
Additional Notes
The CPSC will provide initial textile samples (5) and may provide optional additional samples. Invoicing and payment will be processed through the Invoice Processing Platform (IPP).
