Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contractor to serve as a unit-of-use repacker for pharmaceuticals for the Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) program. The goal is to improve the efficiency of CMOP operations and speed up prescription delivery to Veterans.

• The contractor will receive pharmaceuticals procured separately by the VA and deliver them to the contractor's facility for repacking.

• Repacking will involve placing pharmaceuticals into various specified bottle sizes (e.g., 15-count to 950-count bottles, and liter-sized bulk bottles).

• The contractor must validate, repack, and ship orders as instructed by the Contracting Officer (CO), Contracting Officer’s Representative (COR), or Ordering Officer (OO).

• Government-owned pharmaceuticals must be segregated from non-Government products and CMOP orders must not be co-mingled with other orders.

• Shipments will be Free on Board (FOB) Destination to the ordering CMOP(s).

• The contractor is responsible for providing bottles, caps, and labels that meet specific VA requirements, including child-resistant caps for smaller bottles and specific labeling with barcodes.

• The contractor must comply with all applicable FDA, DEA, EPA, and other Federal, State, and local regulations.

• The contractor must be FDA registered and DEA certified for controlled substances (Class III, IV, V).

• Adherence to current Good Manufacturing Practices (cGMPs) is required.

• Compliance with the Drug Supply Chain Security Act (DSCSA) is mandatory, including serialization requirements.

• A minimum of two monthly emergency deliveries per account are required at no additional charge; additional emergency deliveries may incur fees.

• Delivery of repacked items is required within ten (10) calendar days of receipt of order and product.

• The contractor must provide weekly reports of new NDC’s registered with First Databank or Medi-Span.

• A Certificate of Destruction must be provided within fourteen (14) calendar days after destruction of retained samples, controls, and excess/damaged product.

• The PWS does not specify a contract period but references a base ordering period.

• Performance will occur at the contractor's facility.

• Deliveries will be made to seven (7) CMOP facilities with nine (9) delivery locations across the United States, plus a CMOP National Office. The list of supported facilities is provided in Section S.

• The contractor must have a policy for initial hiring drug tests, random drug testing, and reasonable suspicion testing.

• A contingency plan for disasters must be submitted.

• The contractor must provide office space, desks, and chairs for any Government employees observing operations.

• The contractor must maintain a secure and separate location for controlled pharmaceuticals.

• The contractor must provide a secure web-based ordering system for authorized users.

• The contractor must provide a reconciliation of all received tablets/capsules, including any samples, overages, shortages, or unusable product.

• The contractor must reimburse the ordering CMOP for any Government property spilled, lost, or damaged while in their possession.

Solicitation / RFP / RFQ

This solicitation is for pharmaceutical repacking services for seven (7) Community-Based Medical Operations Programs (CMOP) facilities. The contract will be a firm-fixed-price, indefinite-delivery vehicle.

• Pharmaceutical repacking services for CMOP facilities.

• Services must be provided in accordance with the Performance Work Statement (PWS).

• Offerors must provide a detailed technical description of their capabilities, including production systems, quality control, management plans, and licenses/security.

• Period of Performance: Five (5) years, with a potential 6-month extension.
