Quick Summary

The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, is conducting market research through a Sources Sought Notice / Request for Information (RFI) to identify qualified sources for Pharmaceutical Reverse Distribution Services. These services are required at all Consolidated Mail Outpatient Pharmacy (CMOP) Facilities. This RFI aims to gather market information to inform future acquisition decisions, potentially leading to a solicitation. Responses are due by February 19, 2026.

Scope of Work

The required services include processing expired pharmaceuticals and those expiring within 120 days. This encompasses handling both credit-worthy returns and non-returnable pharmaceutical waste, with services potentially offered on-site or off-site. Contractors must ensure compliance with all applicable regulations for hazardous waste handling and pharmaceutical waste disposal. Detailed reporting on returns, credits, and disposal, including manifests and certificates of destruction, is mandatory. A web-based reporting system with a dashboard and associated training must also be provided.

Intended Contract Details

The VA anticipates awarding one (1) Indefinite Delivery, Indefinite Quantity (IDIQ), Firm-Fixed Price (FFP) contract. The potential period of performance is five years, comprising a base year and four option years, plus an additional 6-month option to extend services. The RFI seeks to identify sources under NAICS code 562998 (Miscellaneous Waste Management Services). VAAR policies related to Limitations on Subcontracting for SDVOSB/VOSB entities will be applicable if such entities are interested and qualified.

Submission & Evaluation

Interested parties must submit their company name, address, Point of Contact (POC) information, SAM UEI, business size status (e.g., SDVOSB, VOSB, HUBZone, WOSB, Large Business), confirmation of small business status under NAICS 562998, and details of any existing FSS contracts. Submissions must include compelling evidence of capability to meet the requirements outlined in the attached Statement of Work. Responses are to be submitted via email to Diana Olson at diana.olson@va.gov by Thursday, February 19, 2026, at 5:00 PM CST. Future award decisions will be based on Technical Capability, Past Performance, and Price.

Additional Notes

This notice is for information and planning purposes only and does not constitute a solicitation. Responses are not offers and cannot be accepted to form a binding contract. Responders are responsible for all costs associated with their response. A separate solicitation announcement may be published at a later date.
