The Government anticipates a single award fixed priced contract for Pharmacy Benefits Management (PBM) Services on behalf of the U.S. Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP).
Questions regarding this RFP must be submitted via email to Philip Ward at ward.philip.j@dol.gov and Helen Williams at williams.helen.a@dol.gov no later than 1:00pm (EST) on October 21, 2024. Vendors should use the Q&A Spreadsheet template in section J Attachment (J.3) to submit questions. Responses to questions submitted will be responded as an amendment to the RFP on the sam.gov website. No questions posed via telephone will be accepted.
The due date for proposals will be provided in an amendment to the solicitation at a later date.
AMENDMENT 0001-December 6, 2024
The purpose of Amendment 0001 is as follows:
- To provide a Request for Proposal due date of January 21, 2025, 12:00 p.m. EST.
- To provide answers to questions submitted on or before October 21, 2024, in response to the RFP released on September 30, 2024.
- To provide a revised solicitation. Due to the extensive nature of the changes, we encourage vendors to review the solicitation in its entirety.
- This solicitation includes four (4) additional attachments described as:

- Attachment J.14- Full Pass-Through Pricing examples;
- Attachment J.15—DOL Cybersecurity Portfolio;
- Attachment J.16—DLMS 7 Chapter 1100; and
- Attachment J.17—OWCP Award Term Plan.

- To remove Attachment J.4—PBM Discount Rebate Workbook provided with the original solicitation released on September 30, 2024, and replace with the revised Attachment J.4—PBM Discount Rebate Workbook provided with this Amendment.
