This notice seeks information from interested Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, Small Business Administration Section 8a, Women-Owned, and other socio-economically disadvantaged and/or any small businesses to assist in a set-aside determination. The North American Industry Classification System (NAICS) code is 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of $19 Million.

Project Scope: Procurement of equipment and installation of PLC panel and controls for exhaust fan(s) units at the new Containment-Segregated Compounding Areas (C-SCA) Pharmacy for Audie L. Murphy Medical Center in San Antonio, TX. A draft Statement of Work (SOW) is attached for additional details.

Response Requirements: Potential candidates must respond via email to Romya Turner (Romya.turner@va.gov) and Shannon Hodgson (shannon.hodgson@va.gov) no later than January 22, 2026, 12 PM CST. Responses should include:

• Company name, address, SAM UEI, point of contact details.
• Business size and representations (SDVOSB, VOSB, 8a, WOSB, etc.).
• For SDVOSB/VOSB: Compliance with clause 852.219-75.
• Confirmation of small business status under NAICS 238210.
• Capability statement related to the draft SOW.
• Information on current federal contracts (type, number, expiration, availability of services).
• Any concerns or questions regarding the draft SOW.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the installation of a PLC panel and controls for exhaust fan units at the new Containment-Segregated Compounding Areas (C-SCA) Pharmacy at the Audie L. Murphy VA Medical Center. The project aims to integrate high-quality products with excellent environmental stewardship.

• Provide and Install Equipment: Includes a minimum list of equipment such as an HMI Industrial touch display, C-More Step Switch, Micro 850E Ethernet Controller, analog input/output modules, relays, an enclosure, humidity/temperature transmitters, and differential pressure transmitters.

• Labor and Materials: Furnish all labor, materials, supplies, engineering, start-up, tools, equipment, transportation, and supervision.

• Installation Location: Audie L. Murphy VA Medical Center, 7400 Merton Minter, San Antonio, TX, 78229.

• Warranty and Support: Provide a 1-year warranty with 24/7/365 phone and VPN support for new materials.

• Documentation: Provide As-Builts and one-line drawings showing controls simulation and functionality.

• Subcontractor Coordination: Contractor is responsible for coordinating all subcontractors and third-party contractors.

• Compliance: Adhere to best construction practices, building codes, manufacturer’s instructions, and VA specifications.

• Quality Assurance: A detailed QA/QC Plan is required within two weeks of Notice to Proceed.

• Reporting: Monthly field inspection reports assessing completed work are required prior to invoicing.

• As-Builts: Contractor must provide a set of Record Documents within 45 calendar days of final inspection approval.

• Duration: Approximately 30 to 45 calendar days after Notice to Proceed.

• Work Hours: Normal VA site operating hours (Monday – Friday, 0700-1630), except Federal Holidays. Night or weekend work may be requested and requires approval.

• Location: Audie L. Murphy VA Medical Center, San Antonio, TX.

• Contractor Personnel: Must wear identification badges, adhere to VA regulations, and undergo background checks for VA contractor badges. Possession of weapons and smoking are prohibited.

• Safety: Compliance with OSHA standards, including providing a Site Safety and Health Officer (SSHO) and Competent Persons (CPs). OSHA 10-hour and 30-hour certifications are required for relevant personnel. PPE must be provided.

• Infection Control: Adherence to Infection Control Risk Assessment (ICRA) procedures, including annual training, wearing protective coveralls, and implementing dust control measures. TB screening and annual influenza vaccination are required for personnel.

• Security: Site must be secured at all times. Communication closet keys must be managed securely, with 72-hour advance access requests.

• Permits: Contractor must obtain all necessary permits from the City of San Antonio and local fire departments.

• Record Management: Compliance with Federal Records Act and NARA policies regarding the creation, maintenance, and disposition of Federal records.

• IT and Privacy: No access to VA computers or online resources. Patient Health Information (PHI) is protected. Storage devices remain in VA control.

• Submittals: Include Schedule of Values, Project Narrative, Certification & Commissioning documents, O&M Manuals, Warranty documents, Phasing requirements, Training, Punchlist, Emergency power provisions, and As-Builts.
