This is a Request for Quotation (RFQ) for Pharmacy Reverse Distribution Service for the Northern Cheyenne Service Unit in Lame Deer, Montana. The procurement is conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services.

• Contract Type: Single Firm-Fixed-Price Type Contract.

• Period of Performance: Base Year (04/01/2026 - 03/31/2027) with four (4) Option Years.

  • Option Year One: 04/01/2027 - 03/31/2028
  • Option Year Two: 04/01/2028 - 03/31/2029
  • Option Year Three: 04/01/2029 - 03/31/2030
  • Option Year Four: 04/01/2030 - 03/31/2031

• The total duration of the contract, including exercised options, shall not exceed 66 months.

• Quote Format: Offerors shall submit four (4) volumes: Technical, Past Performance, Price, and Administrative. Each volume should be clearly marked and submitted in a compressed PDF file.

• Technical Questions Due: March 10, 2026, at 2:00 PM MST. Answers will be posted around March 13, 2026.

• Quote Due Date: March 19, 2026, no later than 3:00 PM MST. Quotes must be submitted via electronic mail.

• Offer Acceptance: Offers must be firm for at least 120 days from receipt.

• Evaluation Factors: The contract will be awarded to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors. Evaluation will be based on:

  • Factor 1: Technical Approach (approximately equal to cost or price)
  • Factor 2: Past Performance (approximately equal to cost or price)
  • Factor 3: Price

• The Government reserves the right to award to other than the lowest priced quoter if a superior technical submission or reduced performance risk warrants it.

Statement of Work (SOW)

To provide pharmacy reverse distribution services for the Northern Cheyenne Service Unit (NCSU) Pharmacy in Lame Deer, Montana. The goal is to mitigate financial loss from expired medications, ensure proper handling and disposal of controlled substances, and manage pharmaceutical hazardous waste in compliance with federal and state regulations.

The contractor will be responsible for the removal, transport, processing, credit reconciliation (if applicable), and documentation of expired and outdated medications and pharmaceutical hazardous waste from NCSU Pharmacy. This includes non-controlled substances, controlled substances, and hazardous waste pharmaceuticals, all in accordance with applicable DEA, EPA, federal, state, and IHS regulations.

• Place of Performance: Northern Cheyenne Service Unit, 420 N. Cheyenne Ave, Lame Deer, MT 59043.

• Period of Performance:

  • Base Period: April 1, 2026 – March 31, 2027
  • Option Year 1: April 1, 2027 – March 31, 2028
  • Option Year 2: April 1, 2028 – March 31, 2029
  • Option Year 3: April 1, 2029 – March 31, 2030
  • Option Year 4: April 1, 2030 – March 31, 2031

• Quarterly Removal Services: Conduct on-site removal of medications four times per year.

• Packaging and Shipping: Provide packaging materials and prepaid shipping labels.

• Controlled Substances Handling: Arrange pickup and removal of expired controlled substances through a DEA-registered Reverse Distributor.

• Documentation and Compliance: Provide complete documentation, including DEA Form 222 for controlled substances and inventory/reconciliation reports.

• Hazardous Waste Identification and Disposal: Identify, segregate, package, label, manifest, transport, and dispose of hazardous waste pharmaceuticals in compliance with EPA, RCRA, DOT, and state regulations.

Contractors must comply with the latest versions of: IHS Manual Chapter 7, DEA regulations, RCRA, EPA regulations for hazardous waste pharmaceuticals, DOT regulations for hazardous materials transport, and all other applicable federal, state, and local laws.

The Government will provide the DEA registration number necessary for controlled substance returns. No other equipment or materials will be furnished.
