Solicitation / RFP / RFQ

This solicitation is for Pharmacy Technician Services for the Pharmacy Department at the Santa Fe Indian Health Center in Santa Fe, New Mexico. The Indian Health Service (IHS) is procuring these services to support patient care.

• Provide pharmacy technician services in the Pharmacy and COVID-19 vaccination clinics.

• Perform direct patient care services, assisting pharmacists with direct care for neonatal, pediatric, adolescent, adult, and geriatric patients.

• Tasks include greeting patients, answering phones, processing and filling prescriptions, managing medication inventory, and assisting with curbside delivery.

• Support COVID-19 vaccine clinics, including greeting patients, checking paperwork, and administering vaccines (if certified).

• Assist with administrative duties such as ordering and managing medication/vaccine inventory, preparing reports, and maintaining the work area.

• Must be able to work with interpreters and be sensitive to cultural indigenous religions and beliefs.

• Contractor employees must have a current Pharmacy Technician Certification and a minimum of 2 years of experience.

• Specific health requirements include vaccinations (Measles, Mumps, Rubella, Hepatitis B, Varicella, Influenza, Pertussis) and a TB test.

• A criminal history background check is required for all personnel.

• This solicitation will result in a Firm-Fixed-Price (FFP) contract.

• The contract period includes a Base Year (TBD, 2026 to TBD, 2027) and four one-year option periods (TBD, 2027 to TBD, 2031).

• The total contract award will not exceed five years.

• The estimated contract value for the base year is TBD.

• Proposals must be submitted by 4/17/2026 at 12:30 PM MDT.

• Proposals will be evaluated on a best-value basis, considering Technical Approach, Key Personnel, Past Performance, and Price.

• Key Personnel and Past Performance are relatively more important than Price.

• Technical proposals should not exceed 20 pages, Key Personnel 20 pages, and Past Performance 12 pages. Price proposals have no page limit.

• Offerors must be registered in SAM (System for Award Management).

• This acquisition is set aside for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act.

• Offers will be solicited from Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEEs).

• Government-furnished property will include computers, telephones, desks/chairs, PIV cards, and PPE equipment.

• Contractor-furnished items include uniforms, lab coats, and other personal medical instruments.

• Invoices must be submitted electronically via the Department of Treasury Invoice Processing Platform (IPP).

• The contract includes various FAR and HHSAR clauses related to security, privacy, data rights, and contractor responsibilities.
