Scope of Work
This requirement is for comprehensive, in-person course instruction, certification, and examination for two (2) personnel to achieve PAUT Level III certification. Training must be conducted at the contractor's facility and cover advanced PAUT theory, technique modeling, equipment proficiency (including Evident OmniScan X4/X3 flaw detectors and WeldSight™ software), data acquisition, and analysis. Instruction must adhere to ASNT SNT-TC-1A, NAVSEA T9074-AS-GIB-010/271, and ASNT CP-105 standards. Practical scanning on pipe configurations using encoded scans is required. Evaluation includes General Knowledge, Specific (based on NAVSEA TP-271 and MIL-STD-2035), and hands-on Practical Examinations.

Evaluation Factors
Award will be made to the responsible offeror providing the best overall value, where combined non-cost/price factors are more important than cost/price, though cost/price remains significant. The Government intends to award without discussions but reserves the right to conduct them. Technical acceptability requires:
- Primary instructor holds a current, valid ASNT NDT Level III certification in UT with specific PAUT expertise.
- Instructors possess documented experience with NAVSEA & MIL-STD standards (e.g., NAVSEA TP-271, MIL-STD-2035).
- Contractor operates under an established, documented internal Written Practice compliant with ASNT SNT-TC-1A. Quotes must adhere to the solicitation/statement of work, and any exceptions to performance criteria will render an offer unacceptable.
