Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing standby fixed-wing aerial casualty evacuation (CASEVAC) services to support live fire training exercises for the Third Marine Littoral Regiment (3d MLR) in the vicinity of the Luzon Strait Islands.

• Provide 24-hour on-call aeromedical evacuation services via dedicated fixed-wing aircraft for 3d MLR and host nation personnel in the Republic of the Philippines.

• The period of performance is from June 15-30, 2026.

• Medical services are NOT included; the government will provide medical personnel.

• The contract covers two main task areas: Contract Management and Operational Services.

• Contract Management: Includes personnel requirements, reporting, quality control, aircraft positioning, and insurance.

• Operational Services: Includes mission planning and fixed-wing (FW) airlift.

• Personnel: All personnel must speak English fluently. Specific requirements for Points of Contact (POCs), security clearances, and training are detailed.

• Aircraft: FW aircraft must be IFR certified, capable of operating on unimproved surfaces, have a minimum 500 NM unrefueled range, and accommodate at least 6 passengers (including 2 litter patients and 1 medical attendant).

• Alert Response: FW aircraft must be airborne within 60 minutes of the order to launch (Condition 4 / ALERT 60).

• Reporting: Daily logs, event reporting (including accidents/incidents), daily situation reports (SITREPs), and administrative reports are required.

• Quality Control: A Quality Control Plan must be developed and implemented within 15 days of contract award.

• Period of Performance: June 15-30, 2026.

• Foreign Clearance: Compliance with the Electronic Foreign Clearance Guide (FCG) and USINDOPACOM theater travel requirements is mandatory.

• Force Protection: Contractor employees must comply with antiterrorism Force Protection conditions (FPCONs).

• Certifications: Required certifications (e.g., FAA, CAAP/ICAO IFR) must be obtained.

• Medical: Contractor must have a medical evacuation plan for its employees and ensure necessary vaccinations and malarial medication are taken.
