This is a Request for Quotation (RFQ) for commercial products, specifically "Multipurpose (MS) phosphor imaging screens," "Tritium (TR) phosphor imaging screens," and "Super Resolution (SR) phosphor imaging screens." The acquisition is being solicited as unrestricted competition.

• CLIN 0005: Other transportation related charges (Not-to-Exceed amount)

Detailed requirements are specified in Attachment #1 (Statement of Work/Requirements Document and Drawings).

• Contract Type: Firm-fixed-price purchase order (PO).

• Delivery and acceptance dates, and FOB point are detailed in the Statement of Work.

• Submission Deadline: Electronic quotations due by 11:00 AM Eastern Time, June 9, 2026.

• Submission Method: Email to tracy.retterer@nist.gov and forest.crumpler@nist.gov. Reference RFQ number in the subject line.

• Quotation Structure: Must be divided into three volumes:

  • Volume I: Technical Quotation (demonstrate capability, cite SOW paragraphs, include manufacturer authorization if applicable).
  • Volume II: Price Quotation (firm-fixed-price for each CLIN, include all shipping costs, identify foreign product charges/tariffs separately).
  • Volume III: Terms and Conditions (complete required information, state any exceptions).

• Inquiries: Written questions due no later than 5 calendar days after solicitation issuance.

• Evaluation Criteria: Award will be made to the responsible offeror proposing the lowest price that is technically acceptable. Technical capability will be evaluated based on submitted documentation demonstrating meeting or exceeding minimum requirements. Price reasonableness will also be evaluated.

• Registration: Offerors must have an ACTIVE registration in SAM.gov at the time of quotation submission, award, performance, and final payment.

• Competition: Solicited as unrestricted competition.

• Incorporated provisions and clauses are in effect through the RFO.

• NAICS Code: 334516 with a small business size standard of 1,000 employees.

• Quotation validity period: 90 days from the due date.

Statement of Work (SOW) / Performance Work Statement (PWS)

The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) Radioactivity Group requires phosphor imaging screens to support their mission of developing, maintaining, and disseminating radioactivity standards and measurement techniques. These screens are essential for imaging radioactive sources to assess radiation uniformity.

The contractor shall deliver a total of 16 phosphor imaging screens, categorized as follows:

• 10 Multipurpose (MS) phosphor imaging screens (20 cm x 25 cm, capable of detecting a wide variety of radionuclides, sealed in light-tight packaging).
• 3 Tritium (TR) phosphor imaging screens (20 cm x 25 cm, appropriately sensitive for tritium sources, sealed in light-tight packaging).
• 3 Super Resolution (SR) phosphor imaging screens (20 cm x 25 cm, appropriately sensitive for low energy beta-emitting sources, sealed in light-tight packaging).

All items must be new, not experimental or prototype, and free from "gray market" components. Items must be shipped in original manufacturer packaging with all original documentation.

Delivery is F.O.B Destination to NIST in Gaithersburg, MD. All screens are due 8 weeks After Receipt of Order (ARO).

NIST will perform visual inspection and may conduct performance tests within 20 working days of receipt. The government reserves the right to reject nonconforming or damaged equipment at no cost to the government. Ownership transfers upon acceptance.

Payment is 100% after acceptance by the NIST TPOC, successful completion of testing requirements, and receipt of a proper invoice. Payment terms are Net 30 days. Partial shipments and invoices are not accepted unless pre-approved.
