This solicitation is for ablative laser cleaning services for four (4) IPC 1100 Physical Vapor Deposition (PVD) machines located at the Bureau of Engraving and Printing (BEP) facilities in Washington, DC, and Ft. Worth, TX. The service aims to replace labor-intensive manual cleaning, reduce equipment downtime, and eliminate the risk of mechanical damage to sensitive vacuum surfaces.

• Provide specialized ablative laser equipment and labor for chrome deposit removal from PVD machine components.

• Laser output power of at least 100W with uniform energy distribution.

• Compliance with 21 CFR 1040.10 for laser products.

• Cleaning process must be free of chemicals, solvents, or abrasives.

• Cleaning must not increase surface roughness beyond OEM specifications.

• Physical masking of sensitive PVD components using laser-opaque materials.

• Integration with a high-capacity Laser-Generated Air Contaminant (LGAC) extraction unit with multi-stage filtration.

• Contractor personnel must wear appropriate PPE and adhere to site-specific safety plans.

• Initial personal exposure monitoring for representative employees.

• On-site laser cleaning of IPC 1100 PVD systems; some components may be processed off-site.

• Management of all shipping and handling for off-site processed components.

• Proper containment and disposal of captured particulates and HEPA filters as hazardous waste.

• Deliverables include routine cleaning services, service reports, personnel exposure monitoring results, Standard Operating Procedures (SOPs), and a site-specific safety plan.

• Contract Type: Firm Fixed Price

• Period of Performance: One (1) 12-month base year and four (4) 12-month option years, from September 30, 2026, to September 29, 2031.

• Proposals to be submitted via email by 12:00 p.m. (Eastern) on Friday, July 10, 2026.

• Offerors must be registered in the System for Award Management (SAM).

• Proposals will be evaluated based on Technical Capability, Past Performance, and Price.

• Award will be made to the responsible offeror whose conforming offer is most advantageous to the Government.

• For technically acceptable offers, award will be made to the offeror with the lowest evaluated price.

• This procurement is a total small business set-aside.
