Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ-26-PHX-031) for commercial items, specifically Respiratory Ventilators for the Indian Health Service (IHS) – Phoenix Area Office (PAO) at the Phoenix Indian Medical Center (PIMC). The government is requesting written quotes only; oral offers will not be accepted. This procurement is for NEW Equipment ONLY and requires vendors to be an Original Equipment Manufacturer (OEM) authorized dealer, distributor, or reseller, providing OEM warranty and service.

• Procurement of specific Hamilton Medical ventilator parts and accessories (detailed in the pricing schedule).

• All equipment must be covered by the manufacturer's warranty.

• Vendors must provide a copy of their authorized distributor letter from the manufacturer.

• All new IT systems (hardware and software) must operate in a pure IPv6 network environment, complying with NIST USGv6 Program standards.

• Award will be made to the lowest priced responsive and responsible offeror on an “All or None” basis.

• The government intends to award a purchase order.

• Quotes must be submitted in writing via email to Jimmy.Perry@ihs.gov.

• Questions Due Date: 06/09/2026, 11:00 AM PST.

• Quote Due Date: 06/16/2026, 1:00 PM PST.

• Evaluation will be based on price only, for the total quantity requested.

• This requirement is set-aside 100% for Buy Indian (Department of Health and Human Services, Indian Health Services).

• Eligible entities are American Indian and Alaska Native Small Businesses that meet the criteria for an Indian Small Business Economic Enterprise (ISBEE) as defined in 13 CFR part 121.

• Offerors must be registered in the System for Award Management (SAM).

• Vendors are encouraged to use the "Follow This Requirement" feature on SAM.gov for updates.

• Invoices must be submitted via the Invoice Processing Platform (IPP).

• The Phoenix Indian Medical Center is tax-exempt in the State of Arizona.
