• Application Timing: The first application is targeted for February, and the second for April.
• Area Measurement: All measured acres are approximate and derived from satellite imagery, not surveyed or surface area.
• Invasive Weed Locations: Specific locations are not provided; weeds are described as various stages, with new growth typical during the first application. Mastication before treatment is not required.
• Campsite Impact: Applications will occur around occupied campsites. The COR will coordinate visitor reservations during application days. Signs will be posted.
• Reporting: Reporting to CDPR must comply with all federal, state, and county requirements. Attachment D must be submitted to the COR with each invoice, and a PDF from CalAg showing the same information is not a substitute.
• QAL/QAC Requirement: The contractor can appoint a QAL/QAC person of their preference. Assistants not performing the application itself do not require a QAL/QAC.
• Success Rate: While a 90% success rate is requested, previous contractors have met this. The government needs MSDS sheets for chemicals used.
• Water Availability: Water will be made available to the contractor. Washing or flushing of spraying equipment is not permitted. Truck-mounted and backpack sprayers are encouraged.
• Chemical Approval: Proposed chemicals will be provided to the COR during the pre-work meeting and prior to use.
• Site Inspections: Contact Verne Adams at the Pine Flat project offices (559-787-2589) for site inspections.
• Fresno County Registration: The winning contractor must provide proof of Fresno County registration upon award, before on-site services begin.
• Subcontractor License: A subcontractor's valid California Herbicide Applicator License can satisfy the requirement.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the objectives for Herbicide Spraying Services at various locations within the Pine Flat Dam & Lake project boundaries in Fresno County, CA. The goal is to provide cost-effective solutions and allow for innovative alternatives while meeting stated objectives.

• The contractor shall provide labor, materials, equipment, and transportation for herbicide spraying services.

• Services cover multiple areas including Pine Flat Dam, Headquarters, Misty Flat Restricted Area, Kings River Wildlife Area, Deer Creek Recreation Area, Island Park Recreation Area and Campground, Lakeview Recreation Area, Edison Point Wildlife Area, and Trimmer Recreation Area and Campground.

• Specific areas for spraying include roadsides, fence lines, trails, parking lots, restrooms, boat ramps, evaporation ponds, campsites, structures, and cracks in asphalt or concrete foundations.

• Herbicides must be EPA-registered, approved for use in California and Fresno County, and capable of both contact and pre-emergent kill.

• A list of currently acceptable herbicides is provided.

• The contractor must use a non-toxic coloring agent to identify treated areas and post public signs before application.

• Spraying is prohibited within 100 feet of any person.

• Chemical solutions must be pre-mixed off-site, and equipment cleaning/disposal must follow applicable codes.

• The contractor must submit Safety Data Sheets (SDS) and an Herbicide Application Record (Attachment D) for each application.

• A 90% vegetative kill rate is required for all treated areas.

• The contractor must monitor treatment sites to ensure specified results.

• Performance will be evaluated based on the Quality Assurance Surveillance Plan (QASP), with a 100% required Acceptable Quality Level (AQL) for successful completion of herbicide spraying.

• Remedies for unacceptable performance include re-performance at no additional cost to the Government.

• The contract period is a Base Year plus four (4) Option Years.

• Services are to be performed between 8:00 AM and 4:30 PM, Monday through Friday, excluding Federal holidays, unless otherwise accepted by the COR.

• Work is located within U.S. Army Corps of Engineers (USACE) owned land at Pine Flat Lake and Dam Project boundaries.

• The contractor must submit an Accident Prevention Plan (APP) and comply with USACE EM 385-1-1 and other relevant safety regulations.

• Contract personnel must comply with security requirements, including potential escorting and background checks.

• The contractor must maintain a complete Quality Control Plan (QCP).

• Employees must hold a Qualified Applicator License (QAL) or Certificate (QAC).

• The contractor must provide proof of insurance and maintain appropriate identification on vehicles.

• A pre-work meeting is required at least ten (10) days prior to commencement of work.
