Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
Fermi National Accelerator Laboratory (FNAL), under the Department of Energy, is soliciting proposals for the design, fabrication, assembly, testing, and delivery of PIP-II Beam Transfer Line (BTL) Dipole Magnets. This is a build-to-spec, firm-fixed-price subcontract for the PIP-II project, an upgrade to FNAL's accelerator complex. Proposals are due May 13, 2026, at 2:00 P.M. CST.
Scope of Work
The requirement includes the design, manufacturing, quality control, magnetic testing, and delivery of three types of dipole magnets: Regular Bend Dipoles, End of Line (EOL) Dipoles, and Regular Wide Dipoles. Offerors must propose on all three magnet types, as one award is anticipated for the entire scope. Deliverables include:
- First Articles: One of each magnet type (Regular, EOL, Regular Wide), along with complete drawing sets, production schedules, material certifications, design reports, QC plans, and magnetic test reports.
- Optional Production Units: 39 Regular Dipoles, 3 EOL Dipoles, and 2 Regular Wide Dipoles, with similar documentation. The scope also covers shop facilities, equipment, personnel, engineering, inspection, cleaning, and packaging services. Magnets must be interchangeable and meet stringent field homogeneity and integrated field requirements. A laminated core design is preferred, and beam tubes are not part of the deliverables.
Contract Details
- Contract Type: Firm-Fixed-Price Subcontract.
- Set-Aside: This acquisition is unrestrictive and contains no set-aside provisions.
- NAICS Code: 334519 (Other Measuring and Controlling Device Manufacturing), with a 600-employee small business size standard.
- Subcontracting Plan: A small business subcontracting plan is required if the awardee does not meet the small business definition and the subcontract exceeds $750,000.
Submission & Evaluation
Proposals must be submitted in two parts: a Technical Proposal and a Business/Management & Price Proposal. The Technical Proposal must demonstrate the offeror's ability to design, fabricate, test, and deliver the assemblies, including technical capabilities, infrastructure, preliminary designs, past experience, and a delivery schedule. Pricing must be firm-fixed and submitted in USD. This is a best-value trade-off source selection process, where non-cost factors are significantly more important than cost or price. Evaluation criteria include Technical Merit & Quality, Past Experience, and Delivery Schedule & Milestones.
