Submission Requirements
Interested parties must submit:
- Cage Code and Unique Entity Identifier (UEID) (SAM registration required).
- A capabilities statement detailing primary business practice/trade and whether the company is a manufacturer or supplier/distributor.
- A copy of their current, approved DD Form 2345 for export-controlled drawings. While not mandatory for BPA issuance, it is required to receive such drawings.
- The Non-manufacturer Rule (FAR Part 19.505(c)) applies; non-manufacturers must have fewer than 500 employees.
Evaluation & Award
Responsibility determinations will be conducted per FAR Part 9.104. Individual calls will generally be awarded to the lowest priced, technically acceptable, exact match offer received, as specified in the respective Request for Quote (RFQ). Bids will be evaluated on a line-item basis, and only specific fields in the provided Excel template (Seller Description, Delivery Days, Unit Price) will be considered. BPAs may be cancelled for inactivity or poor performance.
