  • Performance: Minimum 50 mL waste container, 12-month repeatability, max 10-second stabilization time, integrated environmental monitoring.

  • Controller: Microsoft Windows 10 or 11 LTSC 64-bit OS, minimum 8 GB RAM, 120 GB SSD, integrated USB 3.0, external video support. Lenovo brand controllers are not acceptable.
  • Software: ISO 8655:2022 compliant, perpetual license, supporting pipette identification, tracking, automated calculations (mean volume, systematic/random error, uncertainty), customizable reports, and data export (CSV, Excel, PDF).

  • Services: Contractor responsible for on-site installation and two days of training for up to four people.

Contract Details

This is a Firm-Fixed Price contract under Simplified Acquisition Procedures (FAR Part 12). The anticipated quantity is 1-4 systems, including options. The initial unit requires Government Testing and approval, with delivery within 90 calendar days of award. Subsequent units and option quantities will follow specified schedules. Funding for additional units is subject to availability. The NAICS code is 334516 with a 1000-employee size standard. This is a DO-A70 rated order.

Submission Requirements

Offers must be submitted electronically via DoD SAFE (https://safe.apps.mil/) by the due date and time. Emailed offers are not permissible. Files must be in Microsoft Word/Excel/PowerPoint 2016 or earlier, or searchable/copyable Adobe PDF format. Proposals must be valid for 120 days from the RFQ closing date. Required content includes:

  • Technical proposal with a line-by-line response to the Purchase Descriptions and supporting literature.
  • Commercial price list.
  • Copy of the proposed three-year OEM warranty.

Data Deliverables (CDRL)

  • COTS Manual (A001): Final manual on CD/DVD (iPDF) within 30 days of award, concurrently with the first production unit.
  • Technical Data Package (A002): 2D engineering drawing (MIL-STD-31000B) on CD/DVD (iPDF) concurrently with the first production unit.
  • COTS Manual (B001): One set of manuals on CD/DVD (iPDF) with each production unit.

Evaluation Criteria

Proposals will be evaluated based on Technical Acceptability and Price. Technical Acceptability is significantly more important than cost or price. The Government reserves the right to incorporate the successful offeror’s technical proposal into any resulting contract. Offerors may be required to deliver a unit for evaluation to AFMETCAL by the proposal deadline, bearing shipping costs.
