Scope of Work

AFMETCAL requires a Pipette Calibration System to perform gravimetric calibrations of pipettes (2 µL to 5 mL) in accordance with ISO8655:2022 at USAF PMELs. Key requirements include:

  • System Compliance: Must meet ISO8655:2022 standards, maintain repeatability for 12 months, and have a maximum 10-second stabilization time.
  • Components: Integrated environmental monitoring, all necessary calibration software/tools, and commercial parts designed for reliability.
  • Controller: Must operate on Microsoft Windows 10 or 11 LTSC 64-bit OS (minimum 8 GB memory, 120 GB SSD, integrated USB 3.0, external video support). Lenovo brand controllers are not acceptable.
  • Software: Perpetual license, designed for ISO 8655:2022 compliance, including automated calculations, reporting, and data export (CSV, Excel, PDF).
  • Deliverables: Commercial-Off-The-Shelf (COTS) Manuals (iPDF on CD/DVD) and a 2D engineering drawing Technical Data Package (iPDF on CD/DVD) are required.

Contract Details

  • Contract Type: Firm-Fixed Price under Simplified Acquisition Procedures (SAP).

  • Warranty: Minimum three (3) years OEM warranty from acceptance.
  • Installation & Training: Contractor responsible for on-site installation and two days of training for up to four personnel.

Submission Requirements

Offerors must submit proposals electronically via DoD SAFE (https://safe.apps.mil) by the deadline. Proposals must be valid for 90 days from the RFQ closing date. Submissions must include:

  • Volume I (Pricing): Completed RFQ with pricing, cover letter detailing exceptions.
  • Volume II (Technical): A clear, concise technical proposal (max 50 pages) with a line-by-line response to the Purchase Description (26M-632A-MA, Rev. 2), supported by technical literature.
  • Other: Commercial price list, copy of the proposed 3-year OEM warranty, completed Price/Cost section, and Total Evaluated Price worksheet.
  • Formatting: 12-point font, 8.5x11 pages, 1-inch top/bottom, 3/4-inch side margins. PDF files must be searchable.

Evaluation Criteria

Proposals will be evaluated based on Technical Acceptability and Price, with Technical Acceptability being significantly more important. Options will be evaluated by adding their total price to the basic requirement.

Important Notes

All prospective awardees must be registered and maintain active registration in SAM.gov. Electronic submission of payment requests and receiving reports is required via Wide Area WorkFlow (WAWF) through PIEE. An amendment on March 20, 2026, corrected the Instructions to Offerors, clarifying that a "proposal evaluation unit" is not required.
