This document is a combined synopsis/solicitation (RFQ) for janitorial services at Pisgah Ranger District Recreation Areas. It constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is a Total Small Business Set-Aside, with NAICS code 561720 and a size standard of $22 million.

• Provide janitorial services at Pisgah RD Recreation Facilities in the North and South Zones.

• Services include janitorial tasks as described in the attachments.

• Anticipated contract type: Firm-fixed-price.

• Period of Performance: One (1) base year and four (4) one-year option periods, not to exceed five (5) years total.

• Base Period: 08/01/2026 to 07/31/2027.

• Ordering Periods: 08/01/2027 to 07/31/2031.

• The government reserves the right to award one or multiple Blanket Purchase Agreements (BPAs).

• Offerors are not required to provide coverage for all Pisgah RD Zones to be eligible for a BPA award.

• A formal site visit is not scheduled but is strongly encouraged.

• Quotations will be evaluated based on Technical Approach, Price, and Past Performance.

• Award will be made to the offeror representing the best value to the Government.

• Technical Approach: Evaluates the ability to provide a sound and compliant approach.

• Price: Must be fair and reasonable, as requested in Attachment 1 - Schedule of Items.

• Past Performance: Will be evaluated as Acceptable or Neutral, using references and CPARS.

• Offerors must submit: Signed SF 1449, Technical Approach, Schedule of Items, Past Performance Questionnaire, and Subcontractor Consent Form (if applicable).

• Offerors agree to hold prices firm for 90 calendar days from the offer due date.

Statement of Work (SOW) / Performance Work Statement (PWS)

• Specific cleaning tasks are detailed, including frequency (3x per week for all sites, with Black Balsam having a seasonal limitation).

• Performance will be inspected by the Contracting Officer's Representative (COR) through various methods including after-service checks, periodic "spot checks," and investigation of complaints.

• Sites include Rice Pinnacle, Ledford Branch, and Black Balsam Trailheads in Pisgah North, Haywood County, NC.

• Service period for Black Balsam is February 1 – November 30. Rice Pinnacle and Ledford Branch are year-round.

• Contractor must furnish all labor, supplies, materials, equipment, and transportation.

• Cleaning supplies must be bio-based/bio-preferred and 100% recycled paper products are required.

• Contractor must submit Material Safety Data Sheets for all materials used.

• Contractor must adhere to a work schedule, including submission of an annual schedule and a Daily Cleaning Frequency Schedule (DCFS).

• All work to be performed during daylight hours.

• Contractor personnel must undergo background checks.

• Contractor is responsible for securing premises after service, including locking doors and turning off lights and water.
