Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to remove and replace the existing narrow pavement section used for Pursuit Intervention Technique (PIT) training with a widened, structurally reinforced asphalt driving lane and engineered aggregate safety shoulders. The goal is to support high-speed law enforcement vehicle training while significantly reducing rollover hazards.

• Furnish all labor, equipment, materials, hauling, supervision, traffic control, and incidentals.

• Site Preparation and Protection: Coordinate staging, protect infrastructure, and implement dust/erosion control.

• Removal of Existing Pavement: Mill 11 feet by 2,000 feet asphalt surface to 4 inches depth, haul, and transport millings.

• Subgrade Evaluation and Preparation: Proof roll, identify and correct soft spots, shape and compact subgrade.

• Aggregate Base Installation: Install 6 inches of compacted aggregate base across the 48-foot width for the 2,000-foot length.

• Asphalt Pavement Installation: Place 4 inches total asphalt pavement across the 48-foot width, ensuring proper crown and drainage.

• Safety Shoulder Construction: Construct 14-foot-wide shoulders on each side with 6 inches of compacted aggregate base.

• Grading and Drainage: Grade shoulders and pavement edges for smooth transition and positive drainage.

• Protection of Existing Electrical Infrastructure: Install seven water-filled K-rail safety barriers around existing electrical power installation.

• Hauling and Disposal: Responsible for all loading, hauling, and dumping of millings and excess soil.

• Location: FLETC Artesia Training Delivery Point – East Campus

• Aggregate base compacted to roadway construction standards, capable of supporting heavy vehicle loads.

• Asphalt surface shall be smooth, free of rutting, waves, or irregularities.

• Shoulders shall be firm, level, and capable of supporting vehicles without rutting or rollover potential.

• Transitions between pavement and shoulder shall be gradual and flush.

• Work scheduling to occur during non-training hours or weekends, coordinated daily with FLETC Site Director and Training Support Division.

• Continuous access for emergency vehicles must be maintained.

• Contractor personnel must comply with FLETC badging, escort, and security processing requirements.

• Contractor shall perform quality control to ensure compaction, grading, and asphalt placement meet industry roadway standards.

• Final Deliverable: A completed 48-foot-wide PIT maneuver lane with engineered 14-foot safety shoulders, including protective water-filled barriers, providing a 76-foot improved training corridor.
