  • Submission of offers: Offers must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil/. Three documents are required: one electronic cost proposal and two technical proposals. One technical proposal must be "sanitized" (no company name or pricing). Proposals via email or DoD SAFE will not be accepted. Specific naming conventions for documents are provided. A cover page is required for each section instead of tabs.
  • Period for acceptance of offers: Offerors agree to hold prices firm for 90 calendar days from the offer receipt date.
  • Late Submissions: Offers must be received by the specified date and time (3:00 PM EST). Late modifications making terms more favorable to the Government may be accepted.

• FAR 52.212-2 Evaluation--Commercial Items:

  • Evaluation Method: The acquisition will use the Lowest Price Technically Acceptable (LPTA) source selection method.
  • Evaluation Factors: Offers will be evaluated on TECHNICAL ACCEPTABILITY and PRICE.
  • Interchanges: The Government intends to award without interchanges but reserves the right to conduct them.
