This document details the requirements for providing noon meals to Armed Forces applicants processing at the Pittsburgh Military Entrance Processing Station (MEPS). The contractor will be responsible for delivering these meals daily, Monday through Friday, excluding legal holidays and scheduled training days, with an estimated 264 days per year. Additional "mission day" meals may be required for applicants processing late into the evening.

• Provide noon meals consisting of a sandwich (white or whole wheat), meat (4 oz. minimum), cheese (2 slices, 1 oz. minimum), chips (1 oz. bag), dessert (cookies), a fresh apple, a beverage (variety of soft drinks, water, iced tea, or milk), and condiments (mustard, mayo, salt, pepper, vinaigrette).

• Meals must be delivered in a cooler or similar container to maintain temperature and prevent spoilage.

• Delivery is required by 10:30 a.m. daily to the MEPS Operations Control Desk.

• Contractor employees and subcontractors requiring access to government installations must complete AT Level I, iWATCH, and OPSEC awareness training within 30 days of contract award and annually thereafter.

• Contractor must maintain a self-inspection program and provide records upon request.

• Subcontractor notification is required at proposal submission and after contract award.

• The contract will be paid using the Government Purchase Card (GPC).

• Invoices are to be submitted monthly.

• The government will provide the annual operations schedule and notify the contractor in advance of any days services are not required.

• The MEPS will notify the contractor daily by 8:00 a.m. regarding the number of meals needed.

• Meal vouchers (USMEPCOM Form 727-E) will be used for accounting, with signed copies returned to the government POC after delivery.

• Historical lunch quantity data for Pittsburgh MEPS from February 2025 to January 2026 is provided for informational purposes only and does not guarantee future performance.

• The contractor must have the capability to accept the GPC at the time of contract award.

This solicitation is for the procurement of boxed noon meals (sub sandwiches) for applicants processing through the Pittsburgh Military Entrance Processing Station (MEPS). The government guarantees to procure approximately 3,736 boxed noon meals for the base period and for each of the two option periods.

• Period of Performance:

  • Base Period: 1 August 2026 through 31 July 2027 (Quantity: 3,736)
  • Option Period 1: 1 August 2027 through 31 July 2028 (Quantity: 3,736)
  • Option Period 2: 1 August 2028 through 31 July 2029 (Quantity: 3,736)

• Evaluation Factors:

  • Factor 1: Health Inspection Report for the proposed food preparation facility (must be dated within 12 months of quote submission, score "A" or "B", or "pass").
  • Factor 2: Past Performance (acceptable/unacceptable basis, considering recency, relevancy, and quality within the last 36 months for contracts valued at $25,000 or more).

• Trade-offs between cost/price and non-cost/price factors are not permitted.
