Eligibility & Requirements
This is a full and open competition for Small Businesses. Offerors must be approved Retail Electric Providers in the states of award, have an active System for Award Management (SAM) registration, and not appear on exclusion lists (SDN, DPL, SAM exclusion). New cybersecurity requirements include DFARS 252.204-7021, DLAD Procurement Note L39, and DFARS 252.204-7025, mandating Cybersecurity Maturity Model Certification (CMMC) Level 1 Self-Assessment. Minimum experience of 12 months in electricity supply and transportation, and ability to obtain transmission service agreements, are required.
Evaluation Factors
Award will be made to the responsible offeror whose proposal is most advantageous to the Government.
