Solicitation / RFP / RFQ

This solicitation is for commercial services to provide courier services for the 6th Medical Group. The contractor will be responsible for picking up and delivering medical supplies, medical records, mail, laboratory specimens, and diagnostic imaging films to and from specified locations. This is a 100% small business set-aside.

• Provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services.

• Pick up and deliver medical supplies, medical records, mail, laboratory specimens, and diagnostic imaging films.

• Adhere to requirements outlined in the attached Performance Work Statement (PWS).

• Period of Performance: 12-month base period from date of award, with one (1) 6-month Option to Extend Services.

• Place of Performance: As detailed in the attached PWS.

• Questions Due: March 23, 2026, 12:00 PM Eastern Time (via email).

• Quotes Due: April 3, 2026, 12:00 PM Eastern Time.

• Submission Format: Two volumes: Volume I (Technical) and Volume II (Price).

  • Volume I (Technical): Max 15 pages (excluding cover, TOC, title pages). Must address technical approach and understanding of PWS, without pricing information.
  • Volume II (Price): Must include pricing for CLINs 0001 (Daily Scheduled Runs) and 0002 (Unscheduled Runs), and CLINs 1001/1002 for the 6-month option. Pricing for the option will be filled out by the Government after quotes are received.

  • Price will be evaluated first for reasonableness.
  • Non-price factors will be evaluated for the lowest-priced quote.
  • Technical Capability will be evaluated based on how well proposed services meet requirements, focusing on a sound and practical approach.
  • Specific technical elements to address include: Temperature-Controlled Transport, Chain of Custody, Schedule Management, Contract Management & Quality Control, Staffing Plan & Qualifications, Personnel Recruitment & Retention, and Driver Conduct & Training.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the requirements for a medical courier service for the 6th Medical Group at MacDill Air Force Base (AFB), FL, and its satellite clinic in Brandon, FL. The service aims to pick up and deliver medical supplies, medical records, laboratory specimens, diagnostic imaging films, and mail.

• Scheduled Runs: Three daily runs are required between MacDill AFB Clinic and Sabal Park Clinic. Specific pick-up and delivery times and locations are detailed, including multiple drop sites within the MacDill AFB Clinic (e.g., Pharmacare Center, Laboratory, Main Pharmacy, Radiology) and Sabal Park Clinic (e.g., Pharmacy, Laboratory, Immunizations).

• Specific Deliveries: Includes picking up and delivering pre-packaged clinical specimens, supplies, correspondence, outgoing mail, pharmaceuticals, and clinic x-rays.

• Unscheduled Runs: The contractor must provide unscheduled courier services upon government notification, primarily between MacDill AFB Clinic and Sabal Park Clinic during specified hours. An average of 1-3 unscheduled runs per month are anticipated.

• Excess Weight: The contractor must handle runs with excess weight (up to 500 lbs.) between MacDill AFB and Sabal Park Clinic.

• Timeliness: All pick-ups and deliveries must be made within allotted times.

• Temperature Control: Specimens must be kept within allowable temperatures during transit. Refrigerated prescriptions require 2-8 degrees Celsius, and refrigerated/frozen immunizations require 2-8 degrees Celsius or -5 to -15 degrees Celsius, respectively.

• Completeness: First deliveries must be completed in full without partial deliveries.

• Vehicle Requirements: Vehicles must be covered, secured, capable of storing 200 cubic feet of pre-packaged supplies (46 inches in height), and equipped with functioning air conditioning.

• Communication: Courier must be fluent in English and able to communicate basic medical terminology with points of contact.

• Complaint Limit: No more than one customer complaint per month is allowed for pick-ups/deliveries, temperature control, delivery completeness, and communication.

• Service Days: Monday through Friday, excluding Federal holidays.

• Locations: MacDill AFB Clinic, Sabal Park Clinic, and potentially other local Tampa area clinics (e.g., Tampa General Hospital).

• Certifications: Contractor must be certified and/or bonded to carry pharmaceuticals, lab/blood products, and dry ice.

• Government Provision: The government will provide necessary refrigerant packs and ensure pickups are ready within five minutes of the contractor's arrival.

• Non-Personal Services: This is a non-personal services contract, meaning the government will not supervise contractor employees or control the method of performance.
