This document is a combined synopsis/solicitation (RFQ) for commercial products and services for the USAF Band Production Support BPA. It serves as the sole solicitation, and a separate written solicitation will not be issued. The acquisition is for production services to support miscellaneous production requirements.

• The core requirement is for production services to support miscellaneous production needs for the USAF Band.

• A Performance Work Statement (PWS) is attached and referenced for detailed requirements.

• The Product Service Code (PSC) is G003.

• This solicitation is for a Blanket Purchase Agreement (BPA).

• The ordering period for the BPA is from June 10, 2026, to June 9, 2031.

• The pricing arrangement is Firm Fixed Price.

• The dollar limitation for each individual purchase order under this BPA is $750,000.

• Only warranted Contracting Officers from the 11th Contracting Squadron (11 CONS) are authorized to place orders.

• Offers are requested and must be submitted by May 19, 2026, at 1:30 PM local time.

• The government will award a firm-fixed-price task order to the responsible BPA holder whose quote represents the best value.

• Evaluation factors, in descending order of importance, are: Technical Approach, Price, and Past Performance.

• A response time of at least 10 calendar days will be provided for submitting quotes, unless mutually agreed otherwise.

• This acquisition is an unrestricted procurement and is not set-aside for small business concerns.

• The North American Industry Classification Standard (NAICS) code is 711320, with a size standard of $22.00.

• The solicitation incorporates FAR and DFARS provisions and clauses by reference, with full text provided for some.

• Payment requests and receiving reports are to be submitted electronically via Wide Area WorkFlow (WAWF).

• An attachment titled "Attch 1 - Performance Work Statement (PWS)" dated April 15, 2026, is referenced.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for production support services for the United States Air Force (USAF) Band. The USAF Band requires occasional production support for missions at their location in Washington D.C. and various venues within the Washington D.C. metropolitan area. The goal is to secure multiple DC area production vendors capable of meeting diverse production needs.

The contractor shall provide production labor, venue rental, production gear rental, and trucking for USAF Band missions. This includes, but is not limited to:

• Skilled Labor: Audio Engineers (A1, A2), Lighting Directors (L1), Lighting Assistants (L2), Lighting Designers, Camera Operators, Director of Photography, Event Planners, Stagehands, Jib Operators, Makeup Artists, Event Security, Ushers, Master Electricians, Video Directors, and RF/Intercom Coordinators.
• Equipment & Logistics: Custom stage decking, custom sound systems, trucking and logistics, custom lighting systems, venue rentals, video equipment rental, jib rental, generator rental, stage dressing, video wall rental and installation, teleprompting services (including equipment), rigging equipment rental, and production travel expenses.
• Visual Media Content Creation: Creation of digital media for video walls and post-production.

Performance will be assessed on an "Acceptable" or "Unacceptable" basis against minimum acceptable levels of service. Key performance areas include:

• Visual Media Content Creation: Submission within X days prior to the event, with revisions completed within X hours.
• Skilled Labor Provision: 100% of requested personnel arriving on time with required credentials.
• Equipment Provision & Reliability: 100% of required equipment delivered, installed, and operational prior to sound check/rehearsal, with zero mission-degrading failures.
• Structural & Rigging Safety: All structures and staging designed and certified by a structural engineer, with zero safety incidents or structural failures.
• Trucking & Logistics: Adherence to agreed-upon load-in and load-out times.
• Insurance Compliance: Continuous, active umbrella insurance coverage for all aspects.
• Overall Quality & Timeline Adherence: 100% of projects meeting agreed-upon timelines with zero uncorrected substandard performance or missed communications.

The period of performance is five (5) years from the date of award. Services may be performed at the USAF Band facility (201 McChord St SW, JBAB, DC 20032) or various locations within the Washington D.C. metropolitan area.

• Contractors must employ or retain a draftsman and a structural engineer for design and certification of structures and flown assets.
• Contractors must provide an umbrella insurance policy covering all aspects of production, including trucking, personnel, and equipment.
• Vendors are expected to provide professional services, meet timelines, and maintain open communication with USAF Band Points of Contact (POCs).
