Evaluation Factors

Award will be based on a Lowest Price Technically Acceptable (LPTA) approach, considering:

• Past Performance: Requires a Satisfactory or greater CPARS score.
• Cybersecurity: Offerors must have a CMMC Level 2 score OR a NIST SP 800-171 score of 110, completed within the last three years, to be eligible to receive Controlled Unclassified Information (CUI) drawings.

Special Requirements

• CUI Access: To receive project drawings (Attachment 7), contractors must complete Attachment 6 (UNCI form) and demonstrate compliance with CMMC Level 2 or NIST SP 800-171 (score of 110) in SPRS.
• Hazardous Materials: Bidders must complete a Hazardous Materials Authorization Request form (Attachment 2) for any hazardous materials used.
• Non-Government Advisors: Offerors must address the use of non-government advisors (Constellation Software Engineering, LLC and Derivative, LLC) for source selection, either by objecting or consenting and providing non-disclosure agreements.
• Wage Determinations: Applicable wage determinations for Colorado, Nebraska, and Wyoming counties are included and must be adhered to.
