Statement of Work (SOW)

To provide transportation services for the United States Special Operations Command (USSOCOM) SOF Week conference in Tampa, Florida, from May 14, 2026, to May 23, 2026.

• Rental of specific vehicles for distinguished visitor transportation.

• Vehicles to be used for pick-up and drop-off of attendees between the airport, lodging, and the conference venue.

• Vehicles to be stored at MacDill Air Force Base (MAFB) when not in use.

• Vehicles Required:

  • Three (3) 12-passenger vans
  • Three (3) 7-passenger vans
  • Five (5) full-size black luxury-level SUVs (e.g., Suburbans) with black exterior paint, leather/vinyl interior, and captain's chairs in the second row.
  • One (1) full-size car

• Vehicle Condition: Fully functioning, zero maintenance indicator lights, working air conditioning and heating, power steering/brakes, clean, and a full tank of gas upon delivery.

• Period of Performance: Thursday, May 14, 2026, through Saturday, May 23, 2026.

• Delivery/Pickup: Vehicles to be delivered to the MAFB Visitors Center by 9:00 am EST on May 14, 2026, and picked up by 12:00 pm on May 23, 2026.

• Drivers: The U.S. Government will provide licensed drivers.

• Vehicles must be rented using the U.S. Government Rental Car Agreement.

• Contractors shall not provide any service or product that requires the use of Class I Ozone Depleting Substances (ODS).

• The U.S. Government will not pay for equipment, pre-paid fuel, or additional insurance beyond the government administrative rate supplement (GARS).

• Period: May 14, 2026 - May 23, 2026

• Place: Tampa, Florida, on MacDill Air Force Base (MAFB) and surrounding local hotel locations.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items and services for 12 total rental vehicles in support of USSOCOM's SOF Week. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Funds are not presently available, and the Government reserves the right to cancel this solicitation.

• The primary requirement is for 12 rental vehicles for SOF Week.

• A detailed breakout of requirements is available in the Statement of Work (SOW).

• Proposals must include the provided form as a cover sheet, filled out completely.

• Conceptual/"Mock-up" drawings are required for technical consideration.

• Award will be made to the lowest priced technically acceptable vendor. The Government intends to award without discussions.

• This acquisition is a set-aside for 100% Small Business.
