Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the installation of Contractor Furnished/Contractor Installed (CFCI) cameras to provide monitored viewing capability as a security requirement for the Visitor Control Center (VCC) at F. E. Warren Air Force Base, Wyoming.

• The Contractor shall provide all management, tools, supplies, equipment, labor, transportation, and incidentals necessary for the camera system installation.

• The system must be compatible with the existing Base Defense Operations Center (BDOC) operating system (WiseNet Wave).

• Installation includes connecting cameras from their location to the monitoring location without utilizing the Air Force Network (AFNet).

• The Contractor is responsible for site preparation, installation, configuration, and functional testing of the camera system.

• Disposal of all broken/non-functional hardware and waste generated by the work must comply with applicable regulations.

• The Contractor must ensure the work area is cleaned daily and protect existing facilities from damage.

• SS-1: Coordinate with the Government prior to purchasing any camera system (Zero discrepancies).

• SS-2: Install, configure, functionally test, and operationally test identified surveillance and security cameras and technology (All installed equipment shall be fully functional, secure, and compliant with standards).

• SS-3: Maintain a clean work area daily, properly dispose of broken/non-functional hardware, and protect the existing facility from damage (Work areas cleaned daily; all damage promptly remedied at no cost to the Government).

• SS-4: Provide a one-year (or longer) product and workmanship warranty, including on-site repair within a 24-hour response time (Faulty or defective work/product corrected at no cost to the Government).

• SS-5: Provide training and training materials (Training completed and all materials provided prior to Government acceptance).

• Place of performance is at F.E. Warren AFB, WY, within the VCC.

• Period of Performance (PoP) for a fully functional/operational system is 150 calendar days after contract award.

• Work hours are Monday - Friday, 0800 - 1600 hrs.

• Warranty: One-year warranty or manufacturer's standard commercial warranty, whichever is longer, including a one-year workmanship warranty. Service includes on-site repair, parts, and labor within a 24-hour response time.

• Security: Contractor personnel require base identification and vehicle passes. Background checks will be conducted. REAL ID-compliant identification is mandatory for base access. Personnel must comply with OPSEC requirements and may require Level-1 Antiterrorism Awareness training.

• Materials: Products cannot be sourced from China. Equipment specifications must be equal to or better than those identified in Table 1.1.

• Deliverables: Include Schedule of Work, Equipment Breakdown/Data Sheets, Work Plans/Schedules, Warranty Procedures, Manufacturer Instructions & Manuals, Draft and Final Project Plans, AT Level I Training Certificates, Base Access/Pass Request Letters, Contractor Information for DBIDS Vetting, OPSEC Training Certificates, Hazardous Materials Authorization Request & SDS, Accident/Mishap Reports, Safety and Health Plan & Checklist, PM Designation, and Key Personnel Replacement Justification.

• Government Furnished Services: Electricity, water, and sewage services will be provided by the Government as necessary.
