Project Scope

The project involves the Design-Build construction of elevated potable water storage tanks at Kolekole and East Range, Schofield Barracks. Each tank will have a 500,000-gallon capacity. The scope also includes a booster pump station, potable water distribution lines, special foundations, redundant power systems, and comprehensive mechanical and electrical service distribution. Facility designs must integrate advanced building systems such as SCADA communications, Energy Monitoring Control Systems (EMCS), fire protection, and Intrusion Detection Systems (IDS, adhering to DoD Cybersecurity standards, Anti-Terrorism/Force Protection (AT/FP) regulations, and Low Impact Design (LID) for stormwater management.

PLA Context & Purpose

PLAs are pre-hire collective bargaining agreements mandated for federal construction projects exceeding $35 million, as per Executive Order (E.O.) 14063 and FAR Case 2022-003, effective January 22, 2024. The government is seeking information to assess if mandatory PLA use for this project will support economy and efficiency, foster adequate competition, and align with applicable statutes. Input is requested from unionized and non-unionized contractors, as well as those with federal market experience or new entrants.

Information Requested

Respondents are asked to address 10 specific questions covering topics such as willingness to submit proposals with a PLA, anticipated time for proposal submission, market share of union labor in Hawaii, local PLA use on similar projects, skilled labor shortages, time-sensitive issues, and how PLAs might advance or hinder federal interests in procurement. General support or opposition to labor unions will not be considered.
