Quick Summary

The U.S. Army Corps of Engineers, Louisville District, has issued a Special Notice for a Project Labor Agreement (PLA) Survey regarding the construction of a 180,000 SF Ammunition Storehouse at the Bluegrass Army Depot – Small Arms Ammunition Magazine in Kentucky. This is a survey only; no proposals are being requested or accepted at this time. The purpose is to solicit comments from the construction community on the potential use of a PLA for this large-scale project (exceeding $35 million). Responses are due by March 24, 2026, at 10:00 AM Eastern Time.

Project Overview

The project involves constructing a 180,000 SF Ammunition Storehouse for Small Arms Ammunition and a Munitions Surveillance Workshop. The facility will include loading docks, ramps, lightning protection, fire protection and alarm systems, cybersecurity measures, and Energy Monitoring Control Systems (EMCS) connection. Sustainability and energy enhancement measures are incorporated. Supporting facilities include utilities (water, sewer, gas), electric service, site lighting, organizational parking, access roads, paving, sidewalks, storm drainage, information systems, and site improvements. The facility will be designed for a minimum 40-year lifespan in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02), including energy efficiencies and integrated building systems performance.

PLA Context

A Project Labor Agreement (PLA) is a pre-hire collective bargaining agreement establishing employment terms for a specific construction project. Pursuant to Executive Order 13502 and FAR policy, agencies are encouraged to consider PLAs for large-scale construction projects if they advance economy, efficiency, labor-management stability, and compliance with laws. References include FAR Provisions 52.222-33 and Clause 52.222-34.

Information Requested

The Government is seeking comments on the use of PLAs, specifically addressing:

  • Knowledge of local PLA use on similar projects.
  • Awareness of skilled labor shortages in the area.
  • Awareness of time-sensitive issues/scheduling requirements.
  • Specific reasons why a PLA would or would not advance Federal Government interests in economy and efficiency.
  • Any additional information to consider regarding PLA use or non-use.
  • Expected cost impact if PLA requirements are included.
  • Company's intent to submit a proposal if a PLA is required or not.

Response Details
