Project Overview
The project involves constructing a 180,000 SF Ammunition Storehouse for Small Arms Ammunition and a Munitions Surveillance Workshop. The facility will include loading docks, ramps, lightning protection, fire protection and alarm systems, cybersecurity measures, and Energy Monitoring Control Systems (EMCS) connection. Sustainability and energy enhancement measures are incorporated. Supporting facilities include utilities (water, sewer, gas), electric service, site lighting, organizational parking, access roads, paving, sidewalks, storm drainage, information systems, and site improvements. The facility will be designed for a minimum 40-year lifespan in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02), including energy efficiencies and integrated building systems performance.
PLA Context
A Project Labor Agreement (PLA) is a pre-hire collective bargaining agreement establishing employment terms for a specific construction project. Pursuant to Executive Order 13502 and FAR policy, agencies are encouraged to consider PLAs for large-scale construction projects if they advance economy, efficiency, labor-management stability, and compliance with laws.
