Quick Summary
The U.S. Army Corps of Engineers Louisville District has issued a Special Notice for a Project Labor Agreement (PLA) Survey regarding the upcoming construction of a new Operations Group Facility at Dover Air Force Base (AFB), Delaware. This is a request for comments from the construction community; no proposals are being requested or accepted at this time. Comments are due by June 25, 2026, at 2:00 PM EST.
Purpose of Survey
The Corps of Engineers is soliciting feedback on the potential use of PLAs for this large-scale construction project (estimated at $35 million or more). A PLA is a pre-hire collective bargaining agreement that establishes terms and conditions of employment for a specific project. Agencies are encouraged by Executive Order 13502 to consider PLAs for large construction projects to promote economy, efficiency, labor-management stability, and compliance with various standards.
Project Scope
This Design-Bid-Build project involves the construction of a two-story, 3,069 square meter (SM) facility, including supporting utilities, pavements, site improvements, and communications. The scope also includes the demolition of the existing 2,305 SM facility and related hazardous materials. The new facility will support training, administration, operations, and storage, designed as permanent construction per DoD Unified Facilities Criteria (UFC) and local codes. The project requires phasing and coordination, as the existing facility must remain operational until personnel relocate to the new facility, which is approximately 20 feet away. A Comprehensive Interior Design (CID) package is also included. The estimated contract duration is 810 calendar days.
Key Questions for Comment
The Government is particularly interested in responses to the following:
- Knowledge of PLA use in the local area for similar projects.
- Awareness of skilled labor shortages for required crafts.
- Awareness of time-sensitive issues affecting project completion.
- Specific reasons why a PLA would or would not advance Federal Government interests in economy and efficiency.
- Any additional information to consider regarding PLA use or non-use.
- Likely cost impacts (positive or negative) to bid/proposal price if a PLA is required, including magnitude.
- Indication of whether your company would submit a proposal if a PLA is required, not required, or only if required.
