The material must be marked "NFPA701 FR" on every roll and box and be compatible with heat shrink HIPPWRAP POLYETHYLENE TAPE. Only the Hippwrap brand is authorized.

Award will be made to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, considering price and other factors. Evaluation factors include Technical Capability, Price, and Delivery. Technical capability must be rated "Acceptable" for price to be evaluated. The lowest priced technically acceptable offer will be selected. Delivery must meet the required date or propose an acceptable alternative.
