This solicitation aims to establish multiple-award Master Blanket Purchase Agreements (BPAs) for the supply and delivery of high-quality plastic commodities to various Engineering Research and Development Center (ERDC) facilities. The objective is to procure materials such as PVC, High Density Polyethylene, Acrylic, Plexiglass, Polycarbonate, Polystyrene, Nylon, Cell Cast, Extruded, Natural Acetal, Acrylonitrile Butadiene Styrene, and Fiberglass.

• Furnish all management, materials, supplies, and transportation for requirements specified in each BPA call.

• Supplies include, but are not limited to, various types of plastics in sheets, rods, and tubes.

• Deliveries to nine ERDC facility locations across the United States.

• Contract Type: Firm-Fixed-Price (FFP) BPA Call orders.

• Period of Performance: Five (5) years from award date or until the BPA not-to-exceed limit is reached, whichever is earlier.

• Estimated Total Value: The pool of BPA holders will share a total capacity not to exceed $5,000,000.00. The government estimates, but does not guarantee, total purchases will reach $5,000,000.00.

• Minimum Guarantee: None.

• Maximum BPA Call Value: $250,000.00.

• Individual requirements shall not exceed the simplified acquisition threshold.

• Proposal Submission: Must be submitted electronically via email to ethel.d.grant@usace.army.mil by the Offer Due Date.

• Proposal Structure: Submitted in three volumes: Technical (Volume I), Past Performance (Volume II), and Price (Volume III).

• Evaluation Factors: Technical Capability (most important), Past Performance (equal to Technical), and Price.

• Key Deadlines: Offer Due Date is 17 JUL 2026, 12:00 PM. Questions are due ten (10) calendar days before the due date.

• This acquisition is set aside for Small Business.

• Offerors must have an active System for Award Management (SAM) registration with no active exclusions.

• The solicitation includes numerous FAR and DFARS clauses incorporated by reference and in full text.

• Attachments include a Pricing Schedule and a Past Performance Questionnaire template.

Adjective Ratings and Definitions:

• Provides definitions for ratings such as Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory, and Not Applicable, to guide the client's evaluation.

Bidders must ensure this questionnaire is completed accurately and submitted as part of their proposal. The information provided by the client will be used by the government to assess the offeror's past performance, which is a critical factor in the evaluation process. Offerors should coordinate with their clients to obtain timely completion and submission of this form.

Form / Attachment / Pricing Sheet

This document is a contractor performance evaluation form used by clients to rate a contractor's performance. It is intended to gather feedback that can assist in evaluating performance risk for future opportunities.

• Quality: Assesses technical data, quality standards, problem resolution, and quality control.

• General: Assesses response to emergencies, compliance with contractual terms, and overall willingness to rehire the firm.
