Plastic Waste Processor Prototype

This notice is for informational purposes only and is not a Request for Quote (RFQ). The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking information from potential sources regarding the fabrication of the Next Generation Plastic Waste Processor (PWP(X)). The PWP(X) is an auger-based system designed to process shipboard plastic waste into densified logs for shoreside disposal. NSWCCD has developed a government-owned design for a prototype.

NSWCCD is interested in capabilities for fabricating a dual-auger subsystem prototype (Phase 1) and a full PWP(X) prototype (Phase 2). The full prototype includes a waste hopper, shredder, dual-auger, heater, cooler, automated pressure mechanism, cutting mechanism, and product outfeed area, with approximate dimensions of 9 ft (L) x 5.4 ft (W) x 6.5 ft (H).

Potential offerors should provide technical documentation demonstrating their ability to fabricate/assemble this type of system, including:

• Experience developing/fabricating mechanical systems.
• Current commercial or military applications of similar systems.
• Specific applications in the marine environment (with references).
• Typical processing/throughput rate capability.
• Operative and maximum temperatures and pressures.
• Physical size, weights, durability, performance, and testing results.
• Manufacturing capabilities and facilities (processes, capacity, automation).
• Workforce qualifications and experience.
• CPARS ratings for past government projects (if available).

A government-owned drawing package is available upon request.

The anticipated procurement will be a firm-fixed-price contract. The RFQ is expected to be issued around April 1, 2026.

NSWCCD has developed a government-owned design for a developmental prototype.

The effort is anticipated to be a two-phased production approach:

• Phase 1: Dual-auger (subsystem) prototype fabrication.
• Phase 2: Full PWP(X) prototype fabrication. The full prototype system includes a waste hopper, shredder, dual-auger, heater, cooler, automated pressure mechanism, cutting mechanism, and product outfeed area. Approximate dimensions are 9 ft (L) x 5.4 ft (W) x 6.5 ft (H).

Potential offerors should demonstrate their ability to fabricate/assemble this type of technology, including experience with mechanical systems, similar commercial or military applications (especially in the marine environment), processing/throughput rates, operating temperatures and pressures, physical size, weights, durability, performance testing results, and manufacturing capabilities (e.g., CNC machining, welding, automation levels). Workforce qualifications and CPARS ratings for past government projects are also requested.
